Sindh’s ADP 2013-14 likely to be set at Rs 192b

With great emphasis on transport and communication, education, health and irrigation, the Sindh government is likely to earmark at least Rs 192 billion for the uplift works under the Annual Development Program (ADP) for the fiscal year 2013-14, Pakistan Today has learnt.
Under the allocation of funds, at least Rs 135 billion will be utilized for the ongoing schemes in the province however Rs 57 billion will be for the new development schemes. The ratio of new and ongoing schemes will be 60:40.
The outlay has almost been finalized by the senior authorities of the Planning and Development, however, the addition and deletion of schemes would take place for couple of days.
According to the proposed ADP 2013-14 – the Special Initiatives Unit is likely to get Rs 33.650 billion, similarly the allocation for projects under priority programmes has been increased and fixed at Rs 11 billion.
Moreover, a substantial increase in funds is also expected in sectors as compared to the funds earmarked last year with at least Rs 16.8 billion for education against last year’s Rs 12 billion; health Rs 13.61 billion against last year’s Rs 11 billion; Rs 19.6 billion for transport and communication with Rs 19.6 billion against last year’s Rs 13 billion.
Furthermore, the irrigation sector will get Rs 15 billion, Rs 9 billion for agriculture, Rs 3.29 billion for investment and development, Rs 5 billion for fisheries and livestock, Rs 3 billion for food, Rs 2 billion for commerce and industry, Rs 330 billion for bureau of supply and prices, Rs 682.1 million for mines and minerals, Rs 250 million for coal and energy, Rs 4.33 billion for building department (works and services), Rs 4.9 billion public health engineering, Rs 1.5 billion local government department, Rs 288 million for katchi abadis, Rs 900 million for sports, Rs 550 million for youth affairs, Rs 2.33 billion culture and tourism and Rs 600 million for ushr, zakar and religious affairs, Rs 352 million for women development.
And, Rs 230 million for information and archives, Auqaf Rs 390 million; minorities Rs 180 million; social welfare Rs 400 million; environment Rs 500 million; special packages Rs 17 billion; matching allocation Rs 5.5 billion, devolved projects Rs 8 billion and Rs 12 billion for block allocation
Besides, more than 16 billion billion are likely to be received from international donors and agencies, including Japan, World Bank and Asian Development Bank (ADB). The funds include Rs 2.5 billion as additional financing for On-Farm Water Management Project; Rs 3 billion for Japan-assisted Rural Road Construction Project Phase-II; Rs 920 million from the ADB under the Coastal Community Development Project and Rs 2 billion under the Cities Improvement Programme; and Rs 4 billion for the Water Sector Improvement Project, the sources said.
