The appointment of a blue-eyed official as the National Aids Control Programme Project Manager has endangered the assistance being received from international donor agencies, given the fact that Global Fund has already issued a warning, demanding the Pakistani government to improve the programme.
Global Fund issued a warning to the country’s National Aids Control Programme (NACP) in which it clearly mentioned that the Aids Control Programme of Pakistan was on the decline and directed the government to introduce measures to improve it.
However, rather than introducing any serious measures, a blue-eyed joint secretary of the Ministry of Inter-Provincial Coordination (MICP), Syed Javed Shah, who holds no professional degree in health has been given an additional charge as the programme manager.
As per the rules and regulations, the NACP Programme Manager is required to hold a master’s degree in public health, however Syed Javed Shah holds no such qualification.
Informed sources told Pakistan Today that Shah was a close friend of MIPC secretary, who introduced him into the ministry as a joint secretary and had now handed him the additional charge as the project manager.
Syed Javed Shah has already served as a commissioner in Swat and Malakand, and is famous for his statements regarding the Taliban. He was also picked up by security and law enforcement agencies which initiated an investigation regarding the various charges against him.
