ECP allows govt to reshuffle ‘biased’ bureaucracy

The Election Commission of Pakistan on Tuesday lifted a ban on transfer and posting in government departments and directed the interim governments to transfers all biased officials who could influence the election campaign.

“Assess whether the chairperson or chief executive of all autonomous and semi-autonomous and state owned bodies, IG police, CCPOs, city commissioners, DCOs, DPOs, SHOs, patwaris and EDOs are independent individuals and transfer those who do not meet the criteria,” an ECP notification said.

The commission also directed the interim government to transfer federal and provincial secretaries. However, the ECP said if the government considered a federal or provincial secretary need not be transferred, it may refrain from doing so, but the same should be notified to the commission.

Earlier, political parties expressed their reservations to the commission regarding favourable appointments made by the previous government.

  1. Very pertinent decision to ensure free and fair polls. The caretaker Government and Election Commission however need to be mindful of the fact that the smart bureaucracy may attempt to get away with this move by merely interchange of key positions among favourite ones.
