Bringing consumers under the tax-net

The Water and Sewerage Board (KW&SB) has decided to establish a directorate for Kachiabadi (slums) in a high-profile meeting held here on Wednesday under the chair of Karachi Water and Sewerage Board Managing Director Misbahuddin Farid.
The directorate will complete the bio-data of 25 tax-net consumer categories and conduct community-based surveys if needed. All the deputy managing directors and other concerned officers were also present in the meeting.
The meeting was held to discuss recovery strategy from Kachiabadi (slums) and completion of category-wise tax-net bio-data. DMD Planning Mashkur-ul-Hasnain, DMD Technical Services Iftikhar Ahmed, DMD Finance Mairajuddin, DMD Revenue Waqar Hashmi, Director Billing & Taxes Abdul Ghaffar, Director Training Tehseen Manzar, zonal chiefs and other concerned officers were also present in the meeting.
Since it was already established that KW&SB prioritises localities on the basis of bill recovery, areas paying 75 percent bills would be catered in the first phase. This is not only to provide better facilities to the taxpaying consumers but also to encourage defaulters.
It was also decided in the meeting that all departments would work together to upgrade the infrastructure and ensure better provision of water and sewerage facilities to the citizens of Karachi.
Besides establishing a directorate to ensure better recovery from Kachiabadi (slums), the directorate was also assigned the task to complete the tax-net data of 25 consumer categories – category A for residential consumers, B for commercial consumers, C for industrial consumers, E for flats, F for agricultural consumers, G for garden/nursery, H for colleges, I for schools, J for hospital, K for clinic, L for mosques, M for imambargah, N for marriage halls, O for clubs, P for under construction buildings, Q for vacant plots, R for shops, S for thalla, T for offices, U for dhobi ghat, V for restaurants, X for high rises and Y for cattle ponds.
This would not only help KW&SB to identify the defaulters but also help ensure that consumers not currently on the tax network are encouraged to join the tax network. If needed the directorate would also conduct community-based surveys to complete the bio-data and ensure better provision of facilities to the citizens of Karachi.
