The Public Accounts Committee (PAC) has been told that 89 persons and institutions, including Interior Minister Rehman Malik, are defaulters of the Overseas Employment Corporation (OEC).
PAC met on Tuesday under its chairman Nadim Afzal Gondal in the Parliament House. OEC officials presented a list of defaulters in the meeting. According to the list, interior minister Rehman Malik was defaulter of Rs 19,850 during his tenure as the Federal Investigation Agency director general, PML-N Secretary Information Mushahid Ullah Khan of Rs 20,535, Mukhtiar Ahmad of Rs 77,440, Nasir Shah of Rs 5,160, Mian Zaman of Rs 5,445, Qasim Ali Shah of Rs 6,085, Nasir A Sheikh of Rs 44,900 and Ittefaq Foundry of Rs 5,475. The committee also reviewed audit observations in respect of accounts of the Communication and Human Resources Ministry.
Audit told the committee that tenders were invited through advertisement in the media in connection with construction of Pindi Bhattian Motorway. Two companies applied for it and it was wrong that only one company had applied. But the contract was awarded to another company which was also allowed to use the machinery free of rent. Audit said that a huge loss amounting to Rs 542 million was inflicted on national exchequer due to non recovery of rent on account of use of machinery by the company.
The audit recommended sending the matter to NAB. The committee directed the communication secretary to settle the matter within 16 days and in the event of his failure to sort out the matter within a stipulated period , the case be referred to NAB.
PAC member Noor Alam pointed out that Workers Welfare Fund Secretary Iftikhar Rahim was involved in murder case and no departmental action had been taken against him. The other members also expressed their reservations over non-initiation of departmental action against him.
The human resources secretary could not give satisfactory reply to the questions from the committee members on this matter but the chairman shelved the matter.
