District Food Controller Shabbir Khan Niazi has conducted raids in different markets in Dhoke Ellahi Buksh, Arya Muhalla and Dhoke Chiraghdin and checked the prices and supply of flour bags in the open market. The raids were conducted on special directives of District Coordination Officer (DCO) Saqib Zafar. Niazi had been informed by shopkeepers that there was continuous smooth supply of flour in the market and 20kg flour bags were available at the rates of Rs 630 to Rs 635. However, there had been complaints by consumers and Niazi conducted raids at Al-Khizria Flour Mill Dhoke Ellehi Buksh and sent samples of flour to the Food Testing Laboratory to test the quality of flour being supplied to the public. He said further proceedings would be carried out after receiving the laboratory test results. He said 20kg fine Atta bags were available in Sunday Bazaars at the rate of Rs 615 per bag.
So dont base your judgment on one manufacturing fault they didn’t envisage. And looking at that pic of the smudge, i agree with one blogger – it could have been transferred from the wearer’s clothing.
