The Sindh High Court (SHC) on Friday served notices on Karachi Water and Sewerage Board (KWSB) managing director, Sindh Public Procurement Regulatory Authority (SPPRA) chairman and Sindh chief secretary for declaring a constructor not pre-qualified for the construction work.
The petitioner submitted that KWSB had invited applications for the pre-qualification of construction work on September 15, 2009, wherein he had applied for and was subsequently pre-qualified for this work.
He stated that construction works never went into bidding stages and was cancelled by the competent authority despite he had qualified for it.
He said applications through advertisement were invited again for same construction work where he was informed by the KWSB that he was not pre-qualified for the construction work. Therefore, he prayed the court to declare the act of respondents of declaring him not pre-qualified illegal. He pleaded the court to direct the respondents to issue fresh qualification process for upcoming group works.
