A high level meeting under the chairmanship of Interior Minister Rehman Malik here Tuesday issued a detailed code of conduct about collection of hides/skins and decided that Hides/skin collections organizations should have certificate from DCO or DPO.
The meeting devised a code of conduct which will be followed for the collections of skins/hides of sacrificial animals. It was decided that the proscribed organizations in any circumstances will not be allowed to collect the hides and the orders of the federal government should be fully implemented. The proscribed organizations under ATA are not allowed to carry any public activity including skins. For this purpose list of the proscribed organizations will be made public for the knowledge of the general pubic. These banned organizations will not be allowed to collect skins/donations under any other name.
It was decided that the Home Secretaries would arrange special random video monitoring ofcollecton of skins to ensure that elements of proscribed organizations are not involved in this activity.
No loud speaker will be allowed to announce request for the collection of skins and hides and nobody will coerce/harass any body in this connection.
The organizations collecting skins will have to attest in writing that they do not belong to any banned/proscribed organization. Section 144 shall be imposed in all districts to avoid occurrence of clashes over collection of skins.
It was decided that law enforcement agencies like police and rangers will have the right to arrest culprits of the offence mentioned above and special powers shall be given to LEAs for the same.
Businessmen purchasing hides/skins have been directed to ensure that they buy them from those who have lawful permission for collection of hides.
