Militants call the shots

Unless the state asserts authority

The militants’ leadership continues to call the shots. Making the maximum use of the security they are allowed to enjoy in Waziristan. They order the killing and abduction of people at will. Two days after targeting Malala Yousafzai, the militants kidnapped Brig (retd) Tahir Masood and killed his gunman in Islamabad. Both the attacks were conducted with a brazenness which was indicative of their disregard for the law enforcement agencies.

The attack on Malala has not only grieved the entire nation but also created a will to confront the terrorists. The Senate and National Assembly have unanimously condemned the attack and demanded an exemplary punishment for those responsible. The ulema affiliated with the Sunni Ittehad Council have issued an edict declaring the Taliban as misguided and driven by ignorance. Civil society members have observed vigils while prayers have been offered in mosques, churches and temples for the school girl’s recovery. Hina Rabbani Khar told CNN that the shooting was a “wake up call” and could present a “turning point” in the war between two futures for Pakistan. The media has with one voice expressed horror and condemned those behind it. Even the supporters of PTI whose leadership favors talks with Taliban have taken out processions to register their outrage against the dastardly attack.

Owning the fight against extremism and terrorism was a step forward on the part of Gen Kayani. It would however lose its impact if not followed by the required moves in the direction. The Joint Chiefs of Staff Committee meeting has also used strong words to express its resolve to fight the menace of terrorism and to render any sacrifice needed. In case the resolve remains unaccompanied by firm and timely action against the head and fountain of terrorism, it would only embolden the militant leadership and generate despondency and cynicism in the country. This would also strengthen the perception that the establishment is still running with the hares and hunting with the hounds.

A three-pronged attack has to be launched against extremism and militancy. First, a major and all-embracing move has to be made to overhaul the school curriculum which encourages extremist tendencies. Secondly, a more efficient use has to be made of modern high tech surveillance systems, avowedly in the possession of the security agencies, to gain real time information regarding the militants’ plans in order to foil them. Thirdly, a surgical operation has to be launched in the agencies to cleanse them of militants of all hues and colors. Unless the steps are taken the authority of the state will continue to be eroded.
