Maintenance contractors await release of funds from CDA

Contractors deployed for construction and maintenance in the federal capital, under CDA’s Assignments Accounts could not receive payment of their bills from the Capital Development Authority (CDA), as an accounts officer Muhammad Waseem had gone for Hajj.
According to sources in CDA, Waseem was the only one with the authority to sign cheques for the release of funds from assignment accounts. As he was off-station, the contractors could not get their money.
A CDA official told INP that the authority administration had authorized another official, Azeem-ul-Arfeen, to sign the cheques, but the process of authorization was so complicated and time consuming that the new authority’s signature had not reached the bank and cheques could therefore not be issued yet.
He further said that the CDA chairman had approved the new official’s authorization and the case had been forwarded to the cabinet secretary. After that it would be sent to the Accountant General of Pakistan Revenue (AGPR) for approval.
Signatures of the new officials would be sent to the National Bank of Pakistan and only then will the contractors be able to get their funds.
