Lower staff of Pakistan Council of Science and Technology (PCST), an institution working under the Ministry of Science and Technology, has not been promoted despite a lapse of 12 years.
Some sources from PCST said that the lower staff had not been promoted despite having the required qualifications while the vacancies in the department were being filled by recruiting employees from outside the institution. They said that UDCs recruited in the year 2000 were still working as UDCs.
The sources said that in the PCSIR, a parallel institution, UDCs were promoted to the post of an assistant even if their qualification was just FA. The employees of the PCST administration and accounts departments found ways for their own promotions but created hurdles in the promotions of lower staff of other departments, they said.
When contacted, PCST Chairman Dr Mudasar Asrar said that he had prepared cases for the promotion of the employees on several occasions but the ministry was not allowing it. “The ministry has now allowed the promotions and the DPC has started work in this regard,” he said. He further added that the employees would get their promotions soon.
