Lower staff of PCST not promoted in 12 years

Lower staff of Pakistan Council of Science and Technology (PCST), an institution working under the Ministry of Science and Technology, has not been promoted despite the lapse of 12 years.
Some sources from PCST told INP that the lower staff are not promoted despite having required qualifications, while the vacancies in the department are filled by recruiting employees from outside the institutions. They said that UDCs recruited in 2000 were still working as UDCs.
The sources said that in the PCSIR, a parallel institution, UDCs were promoted to the post of assistant, even if they were just F.A. Similarly, the employees of the PCST administration and accounts departments found ways for their promotions but create hurdles in the promotions of lower staff of other departments, they said.
When contacted, Chairman PCST, Dr Mudasar Asrar said that he had prepared cases for the promotion of the employees many a times but the ministry was not allowing it. “The ministry has now allowed the promotions and the DPC is underway in this regard,” he said, adding the employees would get the promotions soon.
