Senate Standing Committee for Communications, on Thursday, expressed concerns over the inordinate delay in the completion of ongoing road projects in Balochistan and issued directions to the National Highway Authority (NHA) to present a report on these projects within a week.
The meeting was presided over by the committee chairman, Daud Khan Achakzai, who observed that it was unfortunate that projects had been lingering on for the past decade but NHA hadn’t blacklisted even a single contractor.
Some members including Abdul Ghafoor Haideri and Kamil Ali Agha pointed fingers at NHA officials saying the no contractor could indulge in malpractice without their connivance.
NHA Chairman Ali Gardezi said that NHA had no authority to blacklist contractors, only Pakistan Engineering Council had the power to do so.
He said that USAID would provide funds for the Quetta-Chaman section of N-25 and FWO had been awarded the contract.
He said during his meeting with Prime Minister Raja Pervez Ashraf, on Wednesday, that he was directed to put up a comprehensive plan so that work on ongoing projects could be fast tracked on priority, to improve connectivity in Balochistan, especially in Gwadar port. Gardezi said that as NHA had cleared its outstanding dues of FWO, it would soon mobilize to start work on roads linking Gwader port.
Senator Humayun Mandokhail said that it was a fact that the law and order situation was also a factor in the unusual delay in ongoing highway projects in Balochistan.
Regarding the auction of toll plazas, the NHA chairman said that transparent bids will be held for all.
He said that there was a plan afoot to convert all toll plazas on the Motorways to electronic plazas.
