Most Pakistanis (40 percent) favor administrative basis or a combination of administrative and linguistic basis (42 percent) to redraw provincial boundaries, while only 15 percent favor linguistic basis alone, according to a Gallup Pakistan survey conducted by Gilani Research Foundation.
A nationally representative sample of men and women from across the four provinces was asked, “In your opinion, what should be the basis for creation of new provinces?” Responding to this, 40 percent said that there should be administrative basis for creation of the new provinces, 15 percent thought that the creation of new provinces should be linguistic based whereas 42 percent responded that the creation of new provinces should be both administrative and linguistic based. However, 3 percent did not give a view.
