CDA unnecessarily delays irk NA body

A parliamentary panel on Cabinet Secretariat expressed concern over delaying tactics of the Capital Development Authority (CDA) in implementing the NA standing committee recommendations.
The panel constituted a sub-committee under the chairmanship of MNA Pervez Khan to probe the matter of allotment of an industrial plot for Ilyas Cold Storage in I-11/1.
The applications for allotment of the industrial plot were first invited during 1988 without open auction. As per record presented before the committee by the National Accountability Bureau (NAB) official once the plot was allotted to an applicant. But the allotment was cancelled by the chairman as the matter was contrary to the rules and regulations.
It is important to note that the Islamabad High Court (IHC) also ordered the CDA board to resolve the matter as per bylaws of the authority. The board also held several meetings to resolve the issue but due to some lacunas it remained unresolved and, currently, the matter is with NAB.
Meanwhile, the counsel for the applicant told the committee that his applicant possessed an allotment letter which says the same plot was allotted to some other party on the same terms and conditions. He questioned why his applicant’s application was rejected.
The standing committee further took up the issue of the approved project by the CDA board for decent transport system in Islamabad. The committee also handed this matter to the sub-committee. The Public Transport Association secretary information and the Hino Pak Islamabad CEO told the committee the bid for transport facilities was issued to him, but the decision of the board was not implemented even after two and a half years of the approval of the project.
