In another major development, the officials having the support of Sindh Senior Minister Pir Mazharul Haq have illegally appointed more than 160 non-teaching staff in city’s colleges without completing the codal formalities.
Interestingly, the Sindh accountant general (AG) has clearly refused to release salaries of the officials appointed by the Pir Mazhar-backed Regional Director Colleges, Karachi region, Prof Mrs Rani Ghani Shaikh and Deputy Director (HR) Colleges Syed Ali Abbas Tipu.
The regional directorate had advertised on September 5, 2011, the posts of non-teaching staff including computer operators (BPS-12), junior clerks (BPS-7), lab assistant (BPS-7), naib qasid (BPS-1), lab attendant (BPS-2/3), watchman and sweepers (BPs-1) in the city’s colleges.
Moreover, the regional director and deputy director (HR) without going through the recruitment policy prepared a merit list on September 27, 2011, five days after the advertisement. Though hundreds of applications were received for the said posts, not a single candidate was selected out of the merit list prepared by them, according to secret documents exclusively available with Pakistan Today.
The first merit list was prepared for the posts of assistant (BPs-14) which was even not advertised by these officials also included two names of regional directorates’ sons – Usman Ghani Shaikh and Salman Ahmed Shaikh, sons of Abdul Ghani Shaikh.
The names of computers operators (BPS-12) include Khaleq Zaman, Tariq Aziz, Roohul Amin, Moazzam Charan, Nazish Khushboo, Muhammad Nawaz, Muhammad Shafi, Adnan Shaikh, Junaid Saleem and Asif Ali Shaikh.
The junior clerks (BPS7) include Razia Waseem, Shahid Munir, Islamuddin, Amin, Shaheena, M Hassan, Ibrahim Ismail, Ali Abbor, Adil, Mukhtar Ali, Sakhawat Hussain, Waqar Ahmed Khan, Kashif Rehman, Mashooq Ali, Munawar Ali, Adeel Ahmed, Waqar Ali, Saddam Mushtaque, M Younis Qureshi, Faqeer Muhammad, Agha M Qaiyoom, M Danish, Tanveer Muhammad, Muhammad Farrukh, Nisar Ahmed, Sajjad Ali, Naeemuddin Khan, Ibrahim, Irfan Ahmed, Sikandar Ali, Ameer Bux, Sohail Ahmed, Fida Muhammad, Shoaib Ahmed Memon, Amjad Anjum Memon, Ali Iftikhar, Sarfaraz Ali, Muhammad Bilal, Shaista Nigar, Syed Amir Ali, Rashid Yamin, Nizamuddin, Syed Yasir Ali, Fahad Tahir, Abdul Razzak, Kadeer Ahmed, Ali Hassan, Jamshed and Mohammad Ali and Atta Ur Rehman.

While the names of chowkidar (BPS-1) are Muhammad Asad, Shahid Hussain, Muhammad Ayub, Shakoor, Abdul Ghafoor Khan, Ayaz Ali, Meer Zada, Rana Mohammad Danish, Alamgir, Amanullah, Rano Khan, Sajid Ali, Abdul Hafeez, Gada Ali, Itifaq Ali, Maroof Ali, Karrar, Rustam, Adil Ali, Muhammad Amin, Niaz Ali, Manghi Khan and Azhar Ali.
After the appointments were made, the AG through a letter No Edu-II/1680 sought from the directorate of colleges the cutting of the leading newspaper under which the post have been advertised, necessary permission of the competent authority for appointment to various posts, copy of the approval list which was dully signed by the chairman, members of the DPC, detail of vacant posts against which the relevant appointments have been made and the dispatch numbers of all previous lists.
As the AG office showed reluctance to release the salaries, the regional director colleges forwarded a letter No RD(C)K/Admn-II?M/P.F/813/2012 dated May 28, 2012, requesting the accounts officials to release the monthly salary of the newly-appointed staff.
“It has come to my knowledge that the advertisement for the posts of non-teaching staff (BPS-1 to BPS-14) were published in the leading newspapers of the province but inadvertently the posts of assistant BPS-14 could not be published. However, to fulfill the codal formalities, a remedial measure was adopted as banners and posters for the post of assistant BPS-14 were pasted/advertised outside the center proposed for the test and interview – Government College for Man Nazimabad”, according to the letter available here.
“The candidates appearing for the post of junior clerks but having the required qualification for the post of assistant (BPS-14) submitted their applications on the spot for the post of assistant. After completion of all necessary codal formalities – scrutiny of applications – tests and interviews for the appointment were made by the approval of competent authority” the letter adds.
“It is pertinent to mention here that the matter has been brought into the knowledge of high-ups and it is under their consideration to remove the objection. It is therefore requested that monthly salary of newly-appointed officials may please be released at the earliest as these officials are suffering from financial crisis”, the letter concludes.
In another letter No EDU_II/List-14/752, Sindh Deputy Accountant General Rasheed Ahmed Kalwar states: “It is submitted that your reply is vague and does not fulfill the purpose for which the requisite information was called for. It can not mentioned in the audit that the advertisement for the post of assistant BPS 14 could not be published for any reason and simply a banner or pamphlet was pasted outside the selected center inviting application for the said post. All the depriving candidates were not aware of such practice of the advertisement and resultantly only those candidates were offered and appointed as assistant BPS-14 who were present at that particular center. Therefore, this office can not release the salaries of those assistant who were appointed by violating the prescribed recruitment policy and until the office gets receipt of clarification by the competent authority”, it adds.
Most interestingly, the regional directorate forwarded yet another letter No RD(C)/771/2012 dated August 1, 2012, to the AG requesting for the release of salaries of assistant (BPS-14) on humanitarian grounds.
“It is to inform you that the government of Sindh Education and Literacy Department sanction SNE New 2010 for 14 colleges of Karachi for smooth working. The regional director colleges has appointed non-gazetted staff against the above said approved SNE with all codal formalities on the instructions of competent authority and the appointments have been made in 10 newly-established colleges of Karachi region and the staff is performing its duties in their respective colleges. The families of these newly-appointed officials are badly suffering and facing economic crisis. Keeping in view the above economical problems faced by the families of said officials, you are humbly requested to release the salaries of the newly-appointed officials “, the letter concludes.

  1. Shame on him he is destroying the education in Sindh, it people like him who are making a mockery of the education system in Pakistan instead of improving the system he is corrupting the already depleting education in Sind.
