Lahore District Coordination Officer (DCO) Noor-Ul-Amin Mengal has issued a new notification regarding the new fee and fine structure for obtaining birthday and death certificates.
According to the agreement between National Database and Registration Authority (NADRA) and City District Government Lahore, no fee would be charged on either certificate if obtained within 60 days of death or birth of an individual.
It was also decided in the agreement that Rs 100 would be charged for computerized birthday certificate. The secretary of the concerned union council would get a bonus of Rs 10 out of the Rs 100 submitted as fee.
According to the notification, the late fines would be charged according to the number of days that have passed since a birth or death of an individual. Rs 50 would be charged after a period of 60 to 100 days, Rs 100 for 101 to 200 days, Rs 150 for 201 to 300 days and Rs 200 would be charged from there on.
It is worth mentioning here that NADRA would not take any share from the fine money and the amount would be directly transferred into union council accounts. The DCO directed all union council secretaries to follow the new notification.

  5. Please note that my father expires on Dec 19, 2005. Unfortunately I was not able to get issued his death certificate within stipiluted time period. I than finally presented “Application For Death Certificate” on Aug 7, 2012; however Secretary Union Council 109 informed the actual right path to submit the application form (as I refused to give him the karia / aanae janae ka khurcha / petrol charges) and finally today i.e. Feb 13,2013 “Application for Death Certificate” has been submitted in UC 109, Allama Iqbal Town, Lahore after a long procedure of visiting Katcheries (Courts). Where only one madam/person – Assistant Commissioner was found to be there everytime I visited; where as others likewise Patwari & Tehsildar took my atleast 9 visit each as I have not submitted them petrol charges to get verify the documents from their own sources. I choose the right path because I dont want to give the bribe being somehow educated person; however which actually should be given as per current norms of our system and so far called being educated. The death certificate is still under process. Hopefully it would be handed over to me tomarrow as excess fee up to Rs. 400/- has been charged to me by Secretary Union Council 109 as I was not exactly familiar with fee structure till before 10:00 PM today i.e. Feb 13, 2013. But now I would ask the remaining excess money I already submitted / actual fee and the same person have to face “actual educated person – who knows how to dealt with corrupt people”.

  7. The country where noting is impossible…today i visited nadra office i am fail to make my nephew birth certificate.

    then i call one of my friend who is in key post in government he also fail to guide me ……then i call one of my friend he is chief officer in local govt but also fail to guide me. now i don't know how this problem can be solve rather not.

      as the guy in union council office in Pakistan asking for grand father NIC , while the baby's father and mother NICs are there,
      so is grand father NIC is mandatory for the birth certificate of my Daughter?

        I do apologise for delayed reply, but any way, it is indeed true that if someone apply for the birth certificate, the CNIC Number of grandfather is mandatory to write on the prescribed Form but there is no condition to provide the photocopy of grandfather's ID Card.

      I am a practicing lawyer in the Philippines and I have a client who is married to a Pakistani National named Muhammad Ismail Khan born on June 15, 1965 in Lahore, Punjab , Pakistan. He entered the Philippines as refugee and was given a refugee status on Jun 2, 2004. My client got separated from him and said Muhammad Ismail Khan went back to Pakistan to rejoin his Pakistani wife there, Recently , my client got news that said Muhammad Ismail Khan died already and we do not know how to go about verifying about such death and getting the necessary death certificate.   10. That's such very great service given by Lahore Government as they will not charge within 60 days of death or birth and i don’t know why that is not facility in Sindh province ?

    • I agreed, If someone dies, and then you ve to make death certificate to prove that he is dead, it's very wiered for the person who is affected, but i think it's legal see you know pakistanis they do frauds everywhere… aand i know heaps of them

  14. My name is Qazi Qaisir Mushtaq, Due to NADRA mistake i have wrong mother name i.e. "BIBI" how you can imagine that any woman have name Bibi, Please appoint educated people in NADRA. Now when i go to correct the date of birth of my mother name on my ID Card they demand "BIRTH CERTIFICATE", when I have my ID than there is no need of Birth Certificate?. They demand the same. The Computers are Donkey but not employees, why they use the illiterate behavior.

    Please correct law, It seems that a person can change any think who have cash.

    • hi simple -hire a local free lance detective he/she will trace back yore family tree as for yore grandparents death certificate no problum if u have their id card copies.

Austrian Embassy has pointed 2 objections on my birth and marriage certificates although both these certificates were endorsed by the Secretary and attested by Ministry of Foreign Affairs,Pakistan. According to them, birth certificate should be registered in union council where birth took place, not in the UC where you reside. Similarly, marriage certificate should be registered in the UC where Nikah ceremony was held, not in the UC of your residence. Can anyone guide me about such rules of registration? And how can I get my documents corrected now?

    اب برتھ یا ڈیٹھ سرٹیفیکٹ کے لیٹ اندراج کروانے کے لیے محکمہ ہیلتھ / یونین کونسل اور تحصیل آفس کے چکر لگانے کی ضرورت نہیں نئے قانون کے مطابق عدالت کی ایک ڈگری کے ذریعے لیٹ اندراج کروایا جا سکے گا۔

  43. Hello.. I want to ge a smart NIC card, I already have a CNIC.. The problem is that NADRA requires my parent's death certificate.. My mother passed away in the year 1968 while after her death my father (late) got married twice so his death certificate is with my step siblings which they will not provide me.. I used to live in Landhi for around 35 years but now Im a resident of Gulshan-e-Iqbal.   44. I have been fighting with NADRA for a year now i have a visa on hold and cant take advantage of it because NADRA refuses to fix their mistakes. I got a Shanakti card made when i went to Pakistan from the USA because i needed to make a machine readable passport. They issued me the card with the wrong DOB. They put Feb 2 1967 and my DOB is July 18 1967. I went back to tell them at the office and they refuse to change it and said i need to do it online as a modification. I applied for a modification online and got a call back from NADRA saying we are denying this application because you should have a NICOP not a regular ID and then they will change my DOB on the NICOP. First of all why did the NADRA office give me a regular ID and not a NICOP. i showed the same documents online as i did at the office. so then paying for the third time i now apply for the NICOP on line and i get another call from NADRA saying why did you apply for a NICOP if you need to change your DOB you need to apply for a modification. i have been getting the run around from nadra online and at the offices in multan and lahore for about 8 months now and i still have the same NICOP and ID now with the wrong DOB and no passport and now im stuck in pakistan. I need some help, i have wasted so much money and so many trips back and forth and still nothing. please help. i can be contacted at
