All universities are on the brink of bankruptcy, HEC chairman warns


Higher Education Commission (HEC) Chairman Dr Javaid Laghari Tuesday stated that most of universities were about to become bankrupt due to the shortage of funds.
He expressed these views while delivering a detailed presentation during a meeting of the National Assembly Standing Committee on Professional and Technical Training that met under the chairmanship of MNA Sheikh Rohail Asghar.
Laghari stated that the HEC had not received any fund from the Ministry of Finance for the last four months. He stated that Peshawar University, two universities of the Punjab province and one university of Sindh were getting loan from banks to pay the salaries to the teachers and other staff. He briefed the committee on achievements in the field of higher education and the performance of the HEC.
He told the committee that the number of universities had increased in Pakistan from 98 to 139 in the last nine years. He further said that Pakistani universities had produced 3,280 PhDs in last 9 years (more than those produced since the establishment of the HEC).
The HEC revolutionised the higher education in Pakistan and it had been recognised internationally for the transformation it had produced in Pakistani universities, he added.
The committee deferred the Higher Education Commission (Amendment Bill, 2012) due to issuance of a stay order from Sindh High Court regarding the notification by the government to place the Higher Education Commission under the Ministry of Professional and Technical Training.
The Federal Board of Intermediate and Secondary Education chairperson also participated in the meeting and briefed the committee on the achievements, organisational structure of the governing board and future planning of the board in detail.
The meeting was attended by Federal Minister Sheikh Waqas Akram and MNAs Rafiq Ahmed Jamali, Rubina Saadat Qaimkhani, Surrayya Jatoi, Surrayya Asghar, Tasneem Siddiqui, Qudsia Arshad, Khrushid Begum, Shaikh Salahuddin, Sufian Yousaf, Noor-ul-Haq Qadri, Ghulam Farid Kathia, Sahibzada Syed Murtaza Amin, Yasmeen Rehman and senior officers from the ministry and its attached departments.
