Calling the creation of seven new ministries unconstitutional, parliamentary Standing Committee on National Security Chairman Raza Rabbani on Monday said certain politicians and bureaucrats were the major hurdle in transfer of powers to the provinces. Talking to the committee’s review meeting on transfer of powers to provinces, Rabbani said certain powers tried to obstruct implementing of the 18th Amendment and they used various tactics to save ministries. Rabbani said 17 ministries had been taken to provinces after the approval of the 18th Amendment but the power of provinces had been robbed by creating seven new ministries. Rabbani also expressed concern about the non-implementation of Article 172 of the constitution despite the passage of two years. Senator Raja Zafarul Haq said an impression was being generated that obstacles were being created in the implementation of 18th Amendment. The committee called for submission of a report about the bottlenecks in the implementation of the 18th Amendment in its next meeting.
