Ensure fundamental rights in Balochistan, SC orders govt

A composite statement signed by secretaries interior, defence and others showing commitment to implement judicial orders on Balochistan situation was submitted before the Supreme Court on Tuesday. The statement was submitted by Advocate General Balochistan Amanullah Kinrani before a three-judge bench comprising of Chief Justice Iftikhar Muhammad Chaudhry, Justice Jawad S Khawaja and Justice Khilji Arif Hussain in response to its earlier direction. The bench noted in its order that solemn commitment was made before the court over the law and order situation in Balochistan and it was expected that the commitment would be fulfilled by the provincial and federal governments.
The bench said that it was the duty of state to look after all its citizens and there should be no distinction. The concerned authorities in federal and provincial governments were directed to ensure full enforcement of fundamental rights of the residents of the province. Earlier in the proceedings, Amanullah Kinrani produced the signed document and apprised the court that it was signed by secretaries interior and defence. Besides, the authorities decided to hold daily meetings till final resolution of the issue.
Upon bench’s insistence, Inspector General Frontier Corps Obaidullah Khattak also signed the document. The chief justice told him that he was the vital man in resorting law and order situation in the province with abundant resources. The IG FC replied that the issue required to be dealt in the larger context and said that his force could not act without a requisition by the provincial government.
Chief Secretary Balochistan Babar Yaqoob Fateh Muhammad apprised the bench that they were making all out efforts to bring normalcy in Dera Bugti and other adjoining areas. He said the literacy rate in Dera Bugti was 6 percent which was among the lowest ones throughout the world. He apprised that it was also decided that five District Management Group (DMG) officers from Pakistan’s pristine bureaucratic setup, Central Superior Services (CSS), would be sent to Balochistan on training whereas 10 percent Police Service of Pakistan (PSP) officers, also from CSS, would be inducted from the province which was principally agreed by quarters concerned and they would be submitting their final recommendations within short time. To bench’s query, he replied that Dr Din Muhammad Bangalzai, who was abducted by unknwon persons, had returned with efforts of tribesmen.Hearing was adjourned till September 3.
