Eating, drinking and smoking at public places during fasting hours in Ramadan has been prohibited to ensure sanctity of the month. The Ministry of Religious Affairs on Thursday drew attention of people to the ‘Ehtram-e-Ramzan Ordinance, 1981 which prohibits eating and serving of eatables at public places, prescribes closure timing of cinema houses, theatres and other establishments and enjoins taking of steps for observing due sanctity of the holy month of Ramadan.
In accordance with the provisions of Ehteram-e-Ramadan Ordinance 1981 and the rules framed there under, all the provincial governments and the authorities concerned will ensure strict implementation of the ordinance. According to the ordinance, no person who, according to the tenets of Islam, is under an obligation to fast, shall eat, drink or smoke at public places during fasting hours.
Under the ordinance, all cinema houses, theaters and similar establishments or institutions shall remain closed during the month of Ramadan from the sunset to the expiration of three hours thereafter. If the proprietor, manager, servant or other person in charge of a cinema house, theater or similar establishment or institution contravenes the provisions, he will be punishable with imprisonment for a term which may extend to six months or with a fine which may extend to Rs 500 or both.
Section four of the ordinance says that exemptions shall apply to a canteen or kitchen maintained at a hospital for serving food to patients, a restaurant or canteen on the premises of a railway station, airport, seaport or bus stand or in a train or aircraft, a kitchen or dining car of a train or a kitchen or canteen meant for children on the premises of a primary school.

    • i like it that is wat Islam says to avoid eating infront of a fasting person. its sad that our pple need stick to manage them. Alas our nation is free of morals.

  1. v need ordinance implementation. it can be through awareness education on the ordinance during month of shaaban through masjed mulaas, all tv channels, media news papers and at schools/colleges/universities all over to spread key msg to all. posters/banners may also be used.. punishment announces may also be added. , .
i even today, being living in a Muslim rich culture society of my area, see/just saw when going to mosque, people smoking openly. there is no knowledge and awareness on ehteram -e ramazan.
after all, what a mulla will do. he is already frustrated, excited and depressed, will get violent and aggressive on breaking ramazan ehtram, bcoz no police, no law to check it.

  2. i dont agree with this ordinance because eating in front of any person doesnt cause to breakage of the fast of any one…its the third pillar of islam and prayer comes second..why gov doesnt pass ordinance for people so all business should be closed during prayer because prayer is obligatory to all whether he is patient or not while fast is prohibited for passenger and patient….this is not ehtam this is barbarism in the name of islam…

  3. Dear,
its my own opinion that the people of Pakistan who have voilte this ordinance stirck exemplary punishment award to the volitors 500 rupees is very low punishment it least 10,00,000 fine and 10th years punishment i suggest to the government necessary impediment in this law and ensure to strick implementation of said law by the law Enforcement Agencies in this act.
