PAC seeks legal guidance on SC registrar’s refusal to appear before committee

The Public Accounts Committee (PAC) has directed its secretariat to write a letter to the Law Department seeking legal guidance regarding the rejoinder from the Supreme Court (SC) over its refusal to send any of its representatives to appear before the committee.
The PAC meeting, chaired by Nadeem Afzal Chan, mulled over the SC’s reply that no mouthpiece of the court will appear before the committee and elicited opinion from the Law Ministry over the issue.
Nadeem urged the Law Ministry to tender its opinion on this delicate matter on an appropriate time while, the committee’s additional secretary said the SC raised the issue of non-appearance in 2006.
The SC’s registrars have previously been appearing before the court.
The PAC also discussed the audit report of Pakistan Post Office Department for the year 2004, 05, 06 and 07 discussed.
Chan said discrimination in salaries of employees was violation of the constitution. He asked the Finance Department to explain why had employees of a few departments been given dual salaries in the name of special allowance. He directed the Finance Department to give structure of pay scales of various departments and in this regard no discrimination should be adopted.
The PAC also decided to hold its meetings in all the provincial headquarters to judge the performance of different departments.
Earlier, the committee showed its resentment over the poor performance of Postal Service Director General Ghulam Sever Panjtan and the Ministry of Postal Services secretary.
The committee directed them to take stern action against irregularities in the department and elements behind it.
Yasmin Rehman said worst kind of irregularities had been exposed in the Pakistan Postal Services.
It observed that due to departmental mismanagement Postal Services had not improved its structure while other small departments had expanded their network nationwide.
Chan directed the officials of Postal Services to fix the responsibility against responsible persons including former director general Maj Gen r Agha Masoodul Hasan and called him during the next meeting of the committee.
The PAC observed that rather to expose the corruption of former DG other officials of the department also assisted him and covered his corruption. Chairman directed officials to fix the responsibility and expose names of all those persons who covered the wrong doings of former DG and became part of the corruption.
The committee said certain projects have been initiated just to obtain funds but on practical grounds no activity have been seen which is very unfortunate and complete failure of the management. They said that no one from the department is bother to follow the pre-defined departmental rules and corruption is prevailing every where.
The PAC also showed its resentment over daily wagers working in the department and stated that these daily wagers are involved in corruption. These employees take Rs 200 bribe from the beneficiaries of Benazir Income Support Program (BISP).

  1. postal department all over the world is serving their citizens and making profits. Pakistan postal department is the only mode of communications and transfer of funds like (money orders, pensions) for the majority of people in remote areas but it fails miserably. Due to their poor performance and corruption private banks and couriers are making profits. all the currupt officials should be brought to justice.
