In order to improve capacity building of District Judiciary Judges, Lahore High Court has restarted inspection of courts by its judges. Working of courts in each district will be monitored and supervised by a Lahore High Court Judge.
Abdul Sattar, Member Inspection Team, has informed all the District and Sessions Judges in the Punjab that in the near future, regular inspection shall be carried out in their respective districts as per newly designed proforma. The session judges have been tasked to make preparation with the Courts working under their control so that the upcoming inspections can be conducted smoothly. To evaluate the integrity, conduct and impartiality of Judicial Officers, transfer applications made against them would be scrutinised. The inspection judge will examine remand cases in order to know whether remand order was essential or the case was shelved off to avoid full fledged judgment.
The record of contested decided cases will be reviewed by the judge to form an opinion about the judicial abilities of the judge under inspection. The inspection judges will also go through files in which disciplinary action has been taken against the officials of the Court including the process serving agency. All registers maintained by Readers/Ahlmads of Civil/Sessions Courts shall be presented for perusal of the inspection judges.
For smooth functioning of copying agency, the inspection judges will see whether the application forms for obtaining copy of judgment/ order are attended and cleared in time and if not, reasons thereof.
Inspection judges will also visit record rooms, Bakhshi Khanna of Courts to improve their conditions, witness court proceedings in their respective districts, carry out jail inspections for ensuring better facilities to jail birds and also ascertain the problems of local bar associations qua the administration of justice.
ZTBL ACTING PRESIDENT SUMMONED: Lahore High Court Chief Justice Umar Ata Bandial on Wednesday summoned Zarai Taraqiati Bank limited (ZTBL) acting president for July 19 on a contempt petition. The CJ passed the orders on a contempt petition filed by M/S Uni Milk, Okara against ZTBL officials for not releasing properties and guaranties despite repaying the loan amount as per court orders.
The petitioner, in his petition, submitted that he approached the LHC for implementation of the decision of State Bank of Pakistan (SBP) Committee for resolution of dispute (Under SBP Circular 29) to settle an outstanding loan with the ZTBL.
The court while disposing of the plea, directed ZTBL officials to extend the relief of SBP Circular to the petitioner, he said and mentioned that inter-court appeal against the decision was also rejected by the LHC division bench whereas the apex court also dismissed the ZTBL appeal. The petitioner said he had deposited Rs 4.562 million per court orders but the properties and the guarantees were not being released.
