MDA official’s murder accused promoted to DIG prisons

In yet another incident of political interference in the government affairs, former prison superintendent who was accused of murder of a senior official of the Malir Development Authority (MDA) has been promoted to higher grade and made DIG prison, Pakistan Today has learnt.
The Sindh High Court had suspended Nusrat Mungan, superintendent of central jail for his alleged involvement in the murder of Malir Development Authority (MDA) Deputy Director Syed Basharat Hussain Zaidi in jail custody.
In March 2012, the deputy director imprisoned in central jail Karachi was stabbed to death by an inmate. The brother of deceased, Taqqi Hussain blamed that his brother was first tortured and then stabbed to death and police was involved in the murder.
Meanwhile, the police had claimed that murderer Muhammad Ahmed was mentally deranged and often went through hysteria and at the time of murder he was not feeling well.
The jail administration has suspended duty officer and other police official for negligence from duty and an inquiry as to how the prisoner got the knife inside the prison was underway.
The inquiry committee comprising of Secretary SGA&CD, DIG Jails Sukkur Region Abdul Majeed Siddiqui was assigned to conduct probe into the matter and submit a report.
Sources told Pakistan Today that an inquiry report pointed out that former DIG Jail Nusrat Mangan and his colleagues Deputy Superintendent Khalid Shaikh, Assistant Superintendent Zulfiqar Ali Pirzada, Guard Ghulam Abbas brutally murdered the MDA official. The inquiry committee also recommended dismissing of above mentioned jail officials however all of them were still holding the charge and enjoying all the facilities, sources added.
Interestingly, on April 11, 2012, the provincial selection board had promoted Nusrat Mungan to grade 20, however, the Sindh High Court had suspended the official and the notification for his promotion following the allegation dismissed. Moreover, one of the Selection Officer Prison Mohammad Anwar Malik had signed a letter 29 May 2012 asking IG Jails Sindh Ghulam Qadir Thebo as why Nusrat Mangan was given the charge of DIG Jails.
Ironically, the IG Jails Ghulam Qadir Thebo, sought written explanation over the brutal murder of MDA official Syed Basharat Hussain Zaidi under his custody. It was also conveyed that the Nusrat Mangan that he violated the Pakistan Prison Rules in Central Jail. However, the IG was restricted from taking any action from the senior authorities and the Mangan was posted in the central prison.
