Presenting balanced budgetary proposals worth Rs 303 billion for the fiscal year 2012-2013, Khyber Pakhtunkhwa Finance Minister Humayoon Khan called it in accordance with the commitments made by leaders of ruling allies with the people of the province regarding maximum emphasis on welfare of the people and development of the province.
“Amidst serious crises like terrorism and unrest and 2010 floods, the provincial government under the dynamic leadership of Chief Minister Amir Haider Khan Hoti handled the affairs of the province through well-mannered ways,” said Khan in his budget speech before the Khyber Pakhtunkhwa Assembly on Friday.
He said according to the unprecedented cooperation and understanding amongst leaders like President Asif Ali Zardari, Prime Minister Yousaf Raza Gilani, Asfandyar Wali Khan and Hoti, Khyber Pakhtunkhwa not only got its rights, but the province’s affairs were on the right track now.
Khan drew the House’s attention towards welfare schemes, which included allocation for distribution of 25,000 laptops amongst brilliant students at the intermediate and graduate level. “The government has also announced a handsome welfare education plan for the students and children in the remote Torghar district. Similarly the provincial government has set up Begum Nusrat Bhutto Oncology Services for free treatment of cancer patients. Welfare plans include Rokhana Pakhtunkhwa, Self Employment schemes for both skilled and unskilled people and provision of free medical care with the help of non-government and welfare organisations,” he said.
The general revenue receipts for the fiscal year 2012-13 are estimated at Rs 183.684 billion, 200 percent more than that of last year.
Likewise, the province will get Rs 22.071 billion as one percent of the divisible pool for war on terror.
Khan said the royalty on gas and oil at Southern Provinces increased by 60 percent and in the coming fiscal year, the province would receive Rs 22.157 billion.
He said the province would receive an amount of Rs 9.886 billion as its share from general sales taxes on services, whereas the province’s own receipts during the coming fiscal year were estimated at Rs 7.812 billion.
Regarding receipts from hydel sector, the finance minister said like in the past, it included Rs 6 billion as annual profit and Rs 25 billion as arrears.
