CAAD defies SC’s order on appointment of FDE DG

In order to keep former DG of Federal Directorate of Education (FDE) Dr Shahnaz Riaz away from the important affairs of FDE, the ministry of capital administration and development has created a new post to accommodate Dr Shahnaz instead of reappointing her on previous seat, Pakistan Today has learnt. However, Dr Shahnaz has refused to assume the charge and decided to file a contempt of court case in Supreme Court against the CAAD administration.
She held charge of FDE DG in 2010 but she was illegally transferred to Academy of Education Planning and Management (AEPAM).
Later on, she approached the Supreme Court against her removal from the post of FDE DG. On May 31, 2012, the apex court termed her transfer as null and void and directed the CAAD secretary to appoint her in FDE.
Dr Shahnaz said according to court ruling, the CAAD secretary was bound to repatriate her on her previous seat which he didn’t. “I don’t know why people at the helm of affair are not repatriating me on my seat. May be they feel I will not bear their extra and out of way interference in FDE affairs,” she added. “All orders transferring her to AEPAM dated 19-2-2010 are declared to be void ab initio,” the Supreme Court decision said. The decision further said: “FDE and Secretary and CAAD are herby restrained to transfer the petitioner to any other department and decide about her posting and transfer strictly in accordance with the law within the FDE.” It is relevant to note here that Dr Shahnaz, who is a grade 20 officer, after the Supreme Court order visited FDE to assume charge of DG office, but CAAD management didn’t allow her to enter the DG office.
And finally the other day, CAAD issued a notification appointing Dr Shahnaz as Director Monitoring & Research (BPS 20). Interestingly, this post was especially created to adjust Dr Shahnaz as earlier there was no such post in FDE for an officer of grade 20, except the post of DG.
The notification said: “A new post of directorate monitoring and research (BS-20) has been created in FDE Islamabad by shifting the post of Principal (BS-20). Dr Shahnaz Riaz is herby posted as director in FDE with immediate effect and until further order. It is relevant to note here that the outgoing DG Atif Kiayni, who was removed on the intervention of Supreme Court, had moved a summary for the recruitments of around 4,000 teaching and non teaching staff in FDE, run educational institutions.
