The civil administration of Balochistan has proposed 29 recommendations (both short and long term) to provincial and federal governments to bring peace and appease the disgruntled elements in the restive province.
The civil establishment of Balochistan in its proposed set of recommendations has asked the governments (federal and provincial) to announce general amnesty for the misguided persons who lay down arms and initiate meaningful dialogue process with the influential political leadership and political mainstream.
In its report, the Balochistan Home Department also stressed for the recovery of missing persons to ensure peace in the province. It recommended the government that the civil administration and law enforcement agencies (LEAs) should be de-politicised. The department further recommended the government to continue giving subsidy on electricity to tube wells as well as provide jobs under quota as ensured in the Aghaz-e-Huqooq-e-Balochistan package.
The department also sought to establish the announced medical colleges at Khuzdar and Loralai. The top civil officers of the province have also demanded specialised equipments for LEAs and more arms and ammunition. “Better and effective coordination, sharing of intelligence between the LEAs and intelligence agencies for timely exchange of information about miscreants and terrorist elements is also a need of the hour,” says the report, further asking the government to take measures to break the nexus of rebel groups with foreign forces. “The nexus between the anti-state actors and external elements needs to be broken,” the report said.
The home department also sought funding for Turbat and Loralai Universities. “A proper framework for inter-provincial coordination should be made in order to enhance sharing of timely information with each other and stringent/frequent and regular exchange of information be shared by provincial CIDs. Special Branch of Police, should have more proactive interface with intelligence agencies (ISI, MI, IB),” the report added.
It recommended the government to introduce incentives/cash rewards for good policing to boost the morale of the police and Levies, in addition to providing adequate SS Fund to provincial CIDs for agent handling and gathering of intelligence for countering terrorism.
The home department further advised the government to rationalise the strength of Levies Force, its resources, and capacity building according to its area of responsibility, besides appointing intelligence officers and assistant intelligence officers in the Levies Force. It recommended 100 percent enhancement in the budget of deputy commissioners, and timely release of the SS Funds of the Home Department, commissioners, DCs and their counterpart police officers.
For long- term measures, the department suggested that the economic activities should be boosted up with special emphasis on Gawadar Port, Kachhi Canal, and water and mineral projects.
It further recommended induction of provincial civil servants in the federal bureaucracy against their due/violated quota to the government. Emphasising on the need of political mainstreaming, the department asked the government for special development package for communication, health, education, agriculture, livestock, fisheries and mineral sectors.
The department urged to modernise and update the professional capabilities of LEAs (Police and Levies). It suggested that police, levies and FC, should evolve a five-year plan to enhance the capacity of their respective force, to make it a composite force in order to cope up with future challenges.
