Peshawar to repatriate 0.4m illegal Afghan refugees

In a bid to maintain the law and order situation and to combat terrorist activities in Peshawar, the city administration has decided to repatriate the Afghan nationals residing illegally in the city, as well as those who lack proper registration documents.
“All illegal Afghan nationals living in Peshawar must go back to their homeland by May 25th, otherwise proper action will be taken against them,” said Peshawar District Coordination Officer (DCO) Siraj Ahmad Khan during a press conference on Wednesday.
Flanked by Commissioner for Afghan Refugees Zaheer Ul Islam, the DCO said the purpose of such a decision was to reestablish peace in the city.
He added that proper cases under the Foreign Act will be registered against the Afghans nationals residing illegally in the city, as well as those found to be in possession of fake or illegally secured National Identity cards.
The DCO said the operation is currently limited to Peshawar and that similar action will be taken against Afghan nationals living in other areas of Khyber Pakhtunkhwa.
He stated that the authorities will give due respect to all the Afghans in possession of UNHCR or Afghan Refugees Commissioner registration cards.
The United Nation High Commission for Refugees (UNHCR) had already fixed December 31st as the deadline for all the registered Afghan refugees to go back to their homeland.
The Commissioner for Afghan Refugees said 1.7 million Afghan nationals are residing in Pakistan, out of which 0.8 million are in Khyber Pakhtunkhwa.
He added that there are 42 camps for Afghan refugees throughout the country and that 29 of these are located in scattered parts of Khyber Pakhtunkhwa.
Siraj Ahmad Khan said 0.4 million Afghans are residing illegally in Peshawar.
The DCO said special committees will be established for identifying the illegal refugees. In response to a question, the DCO said, “The action will be taken against the Afghan nationals according to the capacity of the police and the vehicles earmarked for deporting the illegal residents.”
The committees, he added, will help the police in preparing the lists of the Afghan nationals.
Regarding re-entry or return of the repatriated Afghan nationals, the DCO said the matter had been discussed with the political administration of the FATA agencies.
He added that a plan had been evolved to discourage the return of the repatriated Afghan refugees.
In response to a question, Siraj Ahmad said rapid urbanisation is in progress and that the population of Peshawar now ranges between 3.5 and 3.6 million.
He stated that the officials will carry out a detailed survey of all the territories, bazaars and madrasas to isolate the illegally residing Afghan nationals.
He said the lists of these individuals will be provided to the provincial government, which will take the final decision.
He added that the NICs of the Afghan nationals will also be verified against the NADRA database.
Answering a question, the DCO made it clear that the government is determined to respect all commitments and charters made with the UN and other foreign countries and that no one will be allowed to violate the existing rules and regulations.

  1. Kindly provide information whether those afghan who are registered in pakistan can their time be extended from 31 of dec 2012 and what is the policy for afghan students in pakistan specially in peshawar universities and colleges.

  2. i am Afghan citizen in pakistan registred…and i am student in islamabd… please my request to Pakistani Gov…that Give us the full citizenship of pakistani or just cancel our registration as soon as possible and just send us Back to Afghanistan……i hope all of Afghans tired to stay here in pakistan……New life in paksitan or Return back to Afghanistan…..is the Good way for us!!!!!     • "You said and it is over", not possible, dear Afghans have been living in this country for more than three decades, they have established their business, it is never easy to leave the country. As far as Afghanistan is concerned, what we have there,, just corruption. No water, no light, no gas, no food, no secure life. You are asking PAK Govt to make us to go home???? Think about this…!!!

    • Dear this is enough. You just go to your country. Have trust on God. You people stay in Pakistan while those who come in interation with you people, they known how bitterly you hate Pakistan. You kill Pakistanis in your country then how do you expect us to allow citizenship. We demand your respectable and honourable repatriation and even then if you people donot cooperate then you have to face the consequences; the only option left is forced repatriation with imprisonment

I am an Afghan National was born here and now I am thirty years old working as freelance IT Consultants and exporting Pakistani IT Professionals skills to foreign companies from the past 3 years. because of some family enmities I and my all family members are unable to go back to our homeland and even the grave of my Father and brother who was killed by our enemies here in Peshawar in 2010 are here in Peshawar.

    We are a well settled family and doing good businesses here in Pakistan But I really did not understand that if UK, USA, CANADA, AUSTRALIA, FRANCE, HOLAND, POLAND, SWEDEN and many other countries accept Afghans as permanent residents and gave them the equal rights as their own citizens and made them a use full tax payer citizen of their country then why Pakistan can't accept Afghans who is belongs to a same tradition, culture, language and specially one religion.

    Pakistan always crying about Afghan Refugees who has been captured most of business resources of Pakistan But why Pakistan Federal Government and Provincial Governments do not think of a way by issuing Pakistan Permanent Resident permits or Visa's to Afghans and make them tax payers.

    for example if only KPK Government Register Afghan Skilled labours (Chabli Farosh, Shop Keepers) and other small business owners and start collecting a small amount as professional tax every month they can earn a big amount every month and same for big businesses.

    BUT at the end I am so sorry to say that Pakistan's are not sincere with their country and always create issues for earning money.

    Yesterday Peshawar District Coordination Officer (DCO) Siraj Ahmad Khan and Commissioner for Afghan Refugees Zaheer Ul Islam announced a new plan for teasing Afghans But I am 100% sure nothing will be happens except Police will earn a lot of money by teasing innocent Afghans who has legal documents.

    I was born here and now i am thirty years old But I am living on a valid Visa and resident permit from the past 2.5 years because of most of business legal requirements but yesterday I was stopped by Police on 25/April/2012 near State Life Building in Peshawar Saddar and even after showing my Valid Passport and Visa they took Rs.1000 bribe and let me go so thinks how much this Section 144 which was placed by Peshawar District Coordination Officer (DCO) Siraj Ahmad Khan will cost Afghans.

    • If you are tired, you are free to go. There is no need to consult Govt. Repatriation is voluntary. you can easily go to Afghanistan, Pakistan has not any bandage on you people.

  6. To Afghans above! This law only extends to unregistered Afghans, not to well settled, registered Afghans. However giving full citizenship to Afghans as proposed by Hafiz above is indeed a good recommendation. I think KPK Govt should consider this.

Dear all brother i am afghan citizen and was born in peshawar , I think we all afghans get tired of being called Refuge in any part of the world and i thinks its not the individual issue , being muslim and according to hadese (to the nearest meaning) Prophet mohammed PBUH said that when some one come to you as a refuge you should accept him and help him. So i will say pak government should either give perminent nationality or deport all of us, thanks

    I think this is a complex issue. Because we don’t know politics and are not politicians, we can’t guess what is going to happen. But one thing is clear that going back to Afghanistan and getting settled there is way too hard. I was born and raised in Peshawar and got education there. I still live in Peshawar along with my family. I have been working here in Kabul for the last 5 years, but I am still unable to get used to the people and all the other things even 5%. The people especially in Kabul are hard to understand and deal with. Looking at the new generation, fahsha, jahalat (ignorance) and all the other things, I sometimes fear that it is very near that a curse is sent from Allah (swt). A human needs a place to live where his religion, his culture, his language and all other rights are protected, but none of these are protected here. Anything can happen here.

  9. with every sympath with Afghans, I am yet to see a single Afghan who actually like Pakistan or Pakistanis. Some tells you in your face for their dislike of Pakistan, so living in Pakistan i guess is just used as oppertunity without any feeling of thanks for hosting them for 3 decades in bad times. Personally I think if some wants to live permanently in Pakistan and become Pakistani citizens, there is no harm. But if they still hate Pakistan after all these years, then they can always go back to their own country Afghanistan!

  11. dear all brothers I have also lived and raised in Peshawar some years ago I also hated to go back to Afghanistan but after staying a year in Afghanistan I got to know what dose love of homeland means. as Pakistani brothers mentioned in their mesgs that most afghans hate Pakistan and Pakistanis and it is so true but we don’t hate sincere and good Pakistani brothers .the reason of our hatred is also so clear , hypocrite policy of Pakistan toward Afghanistan killing afghans and make afghans kill each other as they think that till there is fight in Afghanistan Pakistan will be save. But we Afghans are firstly responsible coz we Afghans and our bad leaders sell their selves for paki, Iranian and others agencies to kill each other and make dollars. we all are so selfish As now that none of us are ready to go back to our country and try to serve our country as much as we can or at least try to do something little for the better of our country brothers answer me if I don’t go there u don’t go there then who will serve the country we accepted failure without even trying if ppl in Kabul r bad and afghans in Peshawar r good then why don’t u go there at least try once to teach them how to be good make yourself example for them now we all are acting just like ostrich by covering our head in the sand we think all around us will be good. You will get noting from Pakistan how long you live there even though if they give you the citizenship they will not give you the respect and the honor that you have in our own country.zindabad AFGHANISTAN

  14. i am Abdul baseer i am registered afghan citizen in pakistan peshawar,and i am student (PBS) in university of peshawar
    few days ago i lose my PoR card,university card,Atm card . i have police report that i lose my card.
    is the POR peshawar office issuing card for me or not. as i am student and i need alot POR card. i have my card number.

  15. Afghans educated in Pakistan should go back and build there country up. We have over the last 3 decades provided for 3-4 million of you. This is not an easy task for Paksitan wich is considered a poor country.

  17. Peshawar is our own place and we can live untill we want, beside this we live here on our own money, pakistan did not give us any peesa to survive a better live. Everything is Money, if you have money no one will send you back to anywhere.
