URDU, THE OFFICIAL
LANGUAGE: The LHC on Monday called for reply in 10 days from federal government on a constitutional petition seeking court directions to the government to make Urdu an official language of the country per the constitution and vision of the father of the nation.
The court also summoned attorney general of Pakistan (AGP) before the court for assistance in the proceedings on the matter on the next date of hearing.
The court passed the order after hearing argument by petitioner counsel Advocate AK Dogar. The counsel pleaded that successive governments and state functionaries had violated provisions of the 1973 constitution by not giving status of official language to Urdu. He said several decades had passed since creation of Pakistan and even now English was official language in the country. He said the speeches of founder of the country Quaid e-Azam Muhammad Ali Jinnah stressed on the need of making Urdu an official language of the country.
He contended Urdu was a langu franca of the country and the constitution also had clear provisions on the matter. He said in the last 64 years people had been denied the right to have their own language.
He said Article 251 of the constitution was about Urdu as national language which says, “National Language…..the national language of the Pakistan is Urdu and arrangements shall be made for it being used for official and other purposes within fifteen years from the commencing day”. He said constitutional provisions relating official language has not been implemented by the state functionaries for vested interests.
He said it was criminal negligence of the government which can not be tolerated. He prayed to the court to issue directions to the government to take steps to make Urdu an official language.
IG SUMMONED FOR NOT
PROMOTING DSPS: LHC CJ Azmat Saeed on Monday summoned the Punjab inspector general of police (IGP) for April 24 on contempt petitions by deputy superintendents of police (DSPs) who were denied their due promotion to the rank of SPs.
Earlier, a DSP legal appeared before the court and submitted a report in the matter. However, the CJ observed that the Supreme Court had ordered the promotions of DSPs but these were not being complied.
He criticised the attitude of police and adjourning the matter till April 24 summoned the IG in person. The petitions had been moved in the court by Faisalabad Traffic Police DSP Mariam Naheed and Sheikhupura Police DSP Aslam Niazi for their promotions to the rank of SPs. Their counsel submitted that the department was not promoting them over the objection that they did not have the required two-year field work experience.
Arif Rasheed and others filed the petition submitting that their promotion to the rank of SPs was due since many years but the department’s high ups had not granted them promotion.
The petitioners said the SC had also ordered the department to promote them but the authorities had ignored the order too.
