The Swat Police on Tuesday claimed to have arrested wanted militant commander Fazal Hadi, who had publicly flogged Saira four years ago at Charbagh. The two-minute clip, in which the woman was flogged with her face to the ground while her legs and hands were held by men, was widely condemned. Hadi had escaped the military operation in Swat. He was shifted to an unknown place for investigation.
