SC takes notice of court orders’ violation

The Supreme Court has taken notice of the appointments on deputation to various departments of the Sindh government, despite the high court’s orders to stop this activity. .A two-member bench of the apex court comprising Justice Amir Hani Muslim and Justice Sarmad Jalal Usmani ordered the Sindh chief secretary and the services secretary on Wednesday to submit on Thursday (today) a complete list of officers appointed on deputation in various departments of the provincial government. The bench was proceeding with the matter of the suo moto taken by the Supreme Court on the issue of illegal construction of buildings in Sukkur. A man named Aga Abid Hussain, introducing himself as the regional director of the Sindh Buildings Control Authority Sukkur Region, wanted to submit a report regarding the illegal construction of buildings in the Sukkur area. When Justice Amir Hani Muslim inquired about his position, Hussain replied that he was originally an employee of the Pakistan Telecommunication Authority and appointed on deputation a month ago. The court remarked that the Sindh High Court in 2011 had ordered to stop appointments on deputation and directed the Sindh government to send back all officers to their respective departments. This decision was endorsed by the Supreme Court but the case under discussion shows that the orders have not been complied with. The court ordered the Buildings Control Authority to submit a complete report on illegal construction of buildings in the Sukkur area within one month and ordered the chief secretary and the services Secretary to present before the court a report on officers appointed against court orders. The same bench summoned the education secretary on Thursday in contempt of court plea filed by commission-passed teachers.
