Administration recommends extension for female teachers

The Capital Administration and Development Division (CAAD) has moved a summary to Prime Minister Secretariat, seeking two years extension in stay for female teachers working in various educational institutions of Federal Directorate of Education under wedlock policy. In the summary, CAAD also sought PM Secretariat’s help for removing anomalies from the text of wedlock policy as it is in conflict with the deputation policy, Pakistan Today has learnt. It is relevant to note here that there are 170 female teachers, who have come from from other provinces including Azad Jammu and Kashmir and Gilgit-Baltistan, through wedlock policy, and have been working in Islamabad for the last many years. Some of them have been staying here for more than 10 years.
The wedlock policy, allows the male and female government employees to work at the same station, however, there are some anomalies in the text of the policy with ambiguity in stay period. When CAAD took over the control of educational institutions of the Federal Capital after the devolution of the education ministry to provinces, it decided to send female teachers back to their mother departments, but teachers disputed. They approached the Islamabad High Court against the FDE’s decision to send them back to their mother organisations. However, on November 24, 2011 the court rejected their claim and supported the FDE’s decision.
Later, teachers approached Secretary CAAD seeking his help for not sending back to their mother organisations. They pleaded that since they have been teaching in FDE run educational institutions for many years and their families are settled in Islamabad it would be hard for them to relocate to another area. The female teachers had requested Secretary CAAD to give them permanent positions rather then sending back them to their mother organisations.
On this, Secretary CAAD constituted a four member committee headed by Additional Secretary CAAD, Khalid Hanif to resolve the issue. Sources said that a week ago committee reached a decision to provide a period of two years to female teachers working under wedlock policy. Following this decision, committee moved a summary to Prime Minister Secretariat, recommending two years’ extension for female teachers and some amendments in the existing wedlock policy. When contacted, Additional Secretary CAAD, Khalid Hanif confirmed the development. “Yes, we have moved a summary to PM Secretariat recommending two years’ extension for teachers working under wedlock policy,” he said.
He said that committee also recommended some amendments in wedlock and deputation policies as there were several lacunas in existing polices, which conflict with each others.
