CJP reprimands Punjab Police

Chief Justice Iftikhar Mohammad Chaudhry Tuesday took serious notice of not presenting challans of under trial prisoners in the courts, called in Punjab Police high ups and reprimanded them.
During hearing of bail application of an accused Ali in Shabnam Faryal, advocate murder case, the court was informed that challan in the case has not been presented for the last eight months.
Expressing his strong displeasure , the Chief Justice summoned Inspector General Punjab Police, DIG Investigation and SSP Lahore. When these officers appeared before the court, the Chief Justice addressing them questioned as to what was happening in the department. He said they do not know the difficulties accused face in jails due to inefficiency of police.
The CJP referring to DIG investigation remarked that he would know what happens if he(DIG) was immediately sent to jail.
Mr Iftikhar Mohammad Chaudhry sought complete details of cases of which challans have not been presented. He asked the Police officers to bring all the accused in Jails from the province whose challans have not been filed.
He said there is constitution and law which the police have to follow.
IGP Haji Habibur Rahman explained that he took the charge only three days back and was reviewing the whole situation. He assured the court that deficiencies would be removed.
The CJP also summoned IG Jails to appear at the next hearing.
Later talking to media, the IJP said fake police encounters would not be allowed in any case. He said he was not in favour of placing hurdles outside police offices for security reasons.
He said the orders by the Supreme Court about presentation o challans would be implemented.
