Defence budget only 18%: Kayani

Chief of Army Staff General Ashfaq Parvez Kayani said on Monday that the allocation for defence was only 18 percent of the total national budget, not 70 percent as believed by many, Geo News reported. According to a statement issued by Inter-Services Public Relations (ISPR), Gen Kayani said even out of that paltry 18 percent, only 8 to 9 percent of funds trickled down to the sentinels of the country, which was a matter of serious concern. The army chief made it clear that parliament would set the tone for Pakistan’s ties with the United States and NATO.
Flanked by Air Chief Marshal Rao Qamar Suleman, he told reporters at Jacobabad Airbase that the prime minister had told him that parliament was deliberating on the next line of action regarding NATO and whatever it decided would be the final word. On operations in the tribal areas, Gen Kayani said the army was trying its best to use the least possible force. Speaking on the occasion, Marshal Suleman said there was nothing installed in the US F-16s that could stop the air force form using them against American warplanes. He also said the Shahbaz Airbase was in total Pakistani control.

  1. General Kiya may be right that Defence allocation is only 18%of the Federal Budget. With recent tax revenue increases, this has come down by several percentage points over the years. However, this does not include the Defence component of Debt Servicing cost. Out of the total Debt Servicing cost of nearly 50% of the budget, about one half is for Defence. So, in reality Defence is close to 43% of total budget, which is rather a hefty component. We need to bring this down substantially to within 10-15% a) by increasing overall revenue collection (which is amongst the poorest in the world) and b) by limiting the size of the armed forces. Numbers no longer in matter in these days of high tech warfare. We need to have smaller, but better equipped and better armed forces.

    • On the one hand, we want the Generals to stay away from power and then you say they are sleeping? Political problems have to be resolved politically, not militarily.

  20. This is an exercise in window dressing!

    Last year the ‘official defence budget’ was Rs 495 billion (which was 32% of the net revenue receipts of the federal government).
    However there were several additional allocations disguised as "grants" under the heading of "contingent liabilities." These included:
    – Rs 80 billion under the Armed Forces Development Programme
    – Rs 50 billion under reimbursements from the US Coalition Support Fund
    – Rs 20 billion received for participation of the armed forces in UN peacekeeping missions.
    – And Rs 73.2 billion paid for military pensions from civilian accounts.

    The total amount taken by the armed forces was some Rs 718 billion (26% of the budget or 46.5% of the net revenue receipts of the federal government).

    BUT THE 26% FIGURE DOES NOT INCLUDE the repayment of foreign loans relating to defence purchases. As a major chunk of the foreign arms purchases are made through loans, there is no account of the amount of loans taken or the interest paid on them.

Is there another army in the free democratic world or in countries which claim to be sovereign and free, whose army has funds to indulge in development of Housing Societies, Farm Houses, Fertilizer Factories, Cereals, Banks, Cement plants, transportation(NLC) etc etc etc and yet half this unfortunate country faces lawlessnes from terrorrists who include foreigners that have somehow managed to walk in without any visas.

  23. khan ji, give reference too. the first issue is not defense budget but to accept supremacy of parliament , dense budget should be discussed in parliament in detail.
