Tout mafia has taken over the Excise Office in Rawalpindi due to the negligence of the department.
The agents have fixed rates for different tasks, including car registration number, transfer and tokens, while Rs 200 is charged for entering the office. The excise and taxation officers have appointed their own agents, who collect bribes for them outside the office and are involved in illegal settlements with the applicants. It was found during a survey that the entire staff of the Excise and Taxation Department was involved in fraud. The Tout mafia has a complete list of rates for each work. When a regular applicant applies under the legal procedure, he has to spend the entire day in a queue and still many people cannot get their problems resolved. The Excise Department staff takes money from the applicants after the bank timings and deposit the money in banks through the agents, who keep their commission aside.
