Khurram assures SC to pay up defrauded money

Former media coordinator of Prime Minister Syed Yousuf Raza Gilani, Khurram Rasool, was been produced on Friday before the Supreme Court (SC), which expressed displeasure over hand-cuffing him.
Hearing a gas quota fraud case, the court said the Federal Investigation Agency (FIA) officials brought Khurram over to the court without cuffs; but now, they put handcuffs on him only to show the court.
Pleading innocence before the court, Khurram said it was a business deal, not a fraud, adding that he had made 80 percent of the payments and an amount worth Rs.100 or 110 million remains.
He added, however, he will pay up the remaining amount soon, saying Prime Minister Syed Yousuf Raza Gilani is being unwarrantedly implicated in the matter.

  1. There is a need to change the corporate culture in Pakistan. It is not good at all to let people home have committed a crime go free without any consequences only because they have returned the money.

    The sentencing principle in the UK are such that those who plead guilty i.e. accept their guilt in committing the crime get a lesser punishment. They may not get a prison term but they can either have a community service or a probation order.

    Police and Criminal Evidence (PACE) Act 1984 made far reaching changes in working of Police. This was followed by the Criminal Procedures and Investigation Act 1996 which also brought a big difference in the investigation after a crime had been committed in the UK. This was followed by Serious Organised Crime and Police Act came in 2005. The legislative changes have been an ongoing process.

    Criminal Records Bureau (CRB) is an Executive Agency of the Home Office. The CRB service enables organisations in the public, private and voluntary sectors to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially that involve children or vulnerable adults. In 2007, the CRB processed 3.4 million checks.

    The bottom line is that in Pakistan people should be aware of individuals who have a criminal record and they should be barred from holding a position of responsibility.

    The present system in Pakistan needs a lot of tightening up. Loose screws in public (government) sector have caused untellable loss.
