Punjab Governor Latif Khan Khosa said on Tuesday that the civil bureaucracy was a representative of the state rather than the government.
Addressing a delegation of the Civil Service of Pakistan (CSP) officers at the Governor House, he said that Prime Minister Yousaf Raza Gilani would go to the Supreme Court on January 19 to present his point of view. He said that the civil officers have to perform their jobs according to the constitution and law, adding that the Article 231 of the constitution bound the officers to accomplish the work without any political adherence.
He said that the 1973 constitution guaranteed the freedom and justice of an individual and it was a responsibility of the civil servants to follow the policies of the state and take care of the people’s rights. Answering a question, he said that to strengthen the institutions, it was necessary to make democracy strong. He said that the Pakistan People’s Party (PPP) had always sacrificed for democracy, rule of law and the constitution. He said that the government had restored the judges and respected the judiciary.
