Despite the enactment of the 18th and 19th amendment; there is no provision in the constitution to create new provinces, Awami National Party (ANP) senior vice president and parliamentary leader in Senate Haji Muhammad Adeel said on Tuesday. He said that neither Article-239(4) nor provincial assemblies nor the parliament could create new provinces. He said even securing 100 percent votes and a resolution cannot create new provinces.
He said Article 1 of the constitution mentioned the provinces and areas that fall in the country or may be added to it. He said the change would require drastic changes in the constitution and dozens of articles will need to be reframed. He said the former Mohajir Qaumi Mahaz (MQM) was trying to create a rift between tribal Pakthuns and settled Pakthuns by raising the Hazara card.
