KMC to carry on where CDGK left off

The Sindh government has decided that the development works undertaken by the defunct City District Government Karachi (CDGK) would now be carried out by the Karachi Metropolitan Corporation (KMC), Pakistan Today has learnt.
The notification in this regard was issued by Sindh Chief Secretary Sindh Raja Muhammad Abbas.
According to the existent law SLGO 79, Act 2011, any municipal corporation including the KMC can only provide municipal services.
Constitutional and legal experts have termed the decision as unconstitutional and in violation of the Sindh Local Government Ordinance 1979 Act, 2011, which was passed by the Sindh Assembly on July 9, 2011.
According to sources, the Pakistan People’s Party (PPP)-led provincial government made the move under pressure from its coalition partner, the Muttahida Qaumi Movement (MQM).
After the nazim system was discarded, the MQM wanted the PPP to transfer the authority to carry out development works in Karachi to the KMC.
The sources said MQM leader Raza Haroon is unofficially the head of the KMC and runs the routine business of the corporation.
Constitutional expert Barrister Zameer Ghumro told Pakistan Today that after the SLGO 2001 was discarded, development works are supposed to be carried out under the supervision of deputy commissioners. However, the provincial government’s move violates constitution and is an illegal act.
Legal expert and head of the ‘Justice for All’, advocate Haq Nawaz Talpur said the government has practically divided Sindh into two parts by issuing the notification.

    I beg to draw your kind attention to the insanitary condition of my locality. The sweeper and sweeper supervisor is very careless, because of his carelessness, drain remain choked. They give out foul smell and mosquitoes. It is harmful for health and also there have so much Garbage. Therefore I request you to take appropriate steps against this serious problem. I complain many times but no one attention on this serious condition. I live in F.B Area Block 18. Near Hassani Technical College.

    We, the resident of Block 4-A & Haji Limo Goth, UC-11, Gulshan-e-Iqbal Town, Block III, Karachi. we are facing serious issue, street between Saima Heaven to Quaid e Azam Colony, Gutter & sewerage water is roasting & extend in whole area & flowing to near homes, due to sewerage water main road (Sabbari) is badly damage. KMC & other authorities are not interested & not visiting after making several complaint , please consider personally & resolve following issue as well on priority:
    1. Garbage store (main road utilizing for garbage store)
    2. Sewerage water mostly spilited all over space of the road which is causing bad adore and Dengue virus and other diseases which are effecting health.
    3. Main Road (Sabbari) are badly damage
    4. No Drinking Water available last 2 years and resident are purchased water tanker with heavy amount

    It’s a request a new sewerage line must be lay, remove garbage store, road patch to, work or complete maintenance & drinking water issue.
    Please forward to concern department for immediate action & any development programs in the future should come under the authority and responsibility of the elected Administrator & MNA /MPA.
