Working sans training: CDA Academy exists only on paper

The Capital Development Authority (CDA), while executing different projects worth billions of rupees every year, has not so far made functionalised its training academy, established around 27 years ago at Sector G-7/3.
“The CDA established the training academy in 1984 for training new officials. The academy building consists of different classrooms, reference library and hostel where the civic body’s high-ups set up the offices of different directorates,” said a senior official of CDA while talking to Pakistan Today. He said there were over 62 directorates in the CDA which executed projects of worth billions of rupees every year.
But majority of the employees of the authority were either untrained or received on job training. The training academy currently exists only on paper while a director and deputy director had been deputed for the job, he added. Out of the 62 directorates, the Architecture Directorate deals with designing the architecture of government buildings while Building Control Directorate with all the matters related to structure, maps, architecture drawings, issuance of NOC, and on-site inspection of commercial and residential property.
Central Engineering Laboratory is responsible of conducting tests related to road work, steal, concrete, gravel, crush, soil and all kind of road materials. Similarly, the Enforcement Directorate is responsible for removal of encroachments, illegal constructions and clearance of area for the developmental work throughout the Capital area. The Estate Management deals with preparation of Islamabad Land Disposal Regulation, Opening of new sectors and allotment of residential plots to different categories of applicants/citizens of Pakistan through ballot and open auction.
Human Resource Directorate monitor the overall functions of HRD and is responsible for major functions relating to the personnel from recruitment to retirement and pension. The Municipal Administration Directorate deals and regulate all functions under Municipal Byelaws like fire services, graveyard, birth and death registration, and issuance of lease and Trade licenses. It also manages fruit and vegetable market, bus terminal at G-9 and truck stand at I-11 and other parking stands besides control and regulating all types of external advertisements within the municipal limits of Islamabad.
The Road Directorate is assigned the task of constructing roads and monitor and supervise the overall working. Urban Planning Directorate conducts planning within the framework of the existing master plan of the urban area. It evaluates the requirements and determines the relationship between various land uses besides looking into quantitative and qualitative aspects of proposals for land utilisation. The Zoo and Wildlife Management Directorate deals with public education, research, recreation and conservation of wildlife through captive breeding along with protection, preservation, conservation and management of wildlife.
According to the CDA official, other important directorates includes Administration, Aiwan-e-Sadr Bulk Water Management, Computer Directorate – IT and Management Division, Coordination (Parliament House), General Services, Geology and Hydrology Laboratory, Housing Society, Law Opinion, MQC, One Window Operation, Parks, Parliament Lodges, Quantity Survey, Regulations, Roads and Market Maintenance, E&M Development, E&M Maintenance, Emergency and Disaster Management, Environment, Internal Audit, Land and Rehabilitation, Law, Sector Development, Security, Simly Dam and Treasury Division.
