Why being defensive

Why, we in Punjab are so defensive on the subject of Kalabagh dam, as if it is for Punjab only. Sindh needs it more, not having the useable ground water that Punjab has. Khyber Pakhtunkhwa needs it more because without it Khyber Pakhtunkhwa will never get any water from any dam on the Indus. And ever one needs the power that it will produce. We must become proactive on an issue on which depends the revival of industry and agriculture. Pakistan has no future without optimum industrial and agricultural production. Only jobs in industry and agriculture will alleviate poverty. Why do we shy away from talking about the Water Apportionment Accord of 1991, a fine example of ‘reconciliation’ on the part of Punjab, even surrendering part of its share to Sindh in all future dams? We must tell the people how the Accord addresses all the reservations of the smaller provinces. Let us sit down at the table and examine the Accord to see if we can improve upon it.
