Cabinet set to bar retired employees from re-employment

The federal cabinet will take up a ten-point agenda today (Wednesday) including approval for renaming the Peshawar Airport and a review of the consumer prices index during the holy month of Ramadan.
A source told Pakistan Today that the agenda had two important legislations: the Civil Servants (Amendment) Bill 2011, which was originally moved in the National Assembly by PML-Q legislator Dr Donya Aziz and seven other MNAs; and amendments to the Airport Security Force (ASF) Act 1975.
After the approval of the Civil Servants (Amendment) Bill 2011, no retired employee or retired army officer would be eligible for reappointment in any government department or subsidiary.
“No retired civil servant shall be re-employed on any post subject to this Act in any case under the Federal Government or in any attached department, statutory body or other organization under the administrative control of the Federal Government. Moreover, no person, who has been retired from any service paid from defence budget, shall be appointed against any post under this Act or under the Federal Government or in any attached department, statutory body or other organization under the administrative control of the federal government,” says the bill, presented in the Lower House of parliament by Donya Aziz and several others as private members.
The bill also calls for a bar on employment of those having dual nationality.
“No civil servant, who has dual nationality or is not Pakistani national, nationality other than Pakistan, shall not be employed on any post under this Act or under the Federal Government or in any attached department, statutory body or other organization under the administrative control of the federal government,” the bill states.
“No civil servant, who has been retired from a service under this Act, shall be appointed in any case against a position in the management scales ie MP Scales under the Federal Government or in any attached department, statutory body or other organization under the administrative control of the Federal Government.”
Moreover, the legislation also makes the bureaucrats liable to declare assets and liabilities, in the form of an annual statement on December 31 every year containing all details of assets and liabilities, moveable or immovable, jewellery, cash, securities or in other kind or form to be published in the gazette.
Some agreements for approval were also on the agenda which include approval to an agreement on economic and technical cooperation between Pakistan and China; signing of agreement on usage and replacement of driving licenses with Tunisia; permission to start negotiation with Mexico for short-term bilateral agreement on mutual administrative assistance in customs matters; and approval of memorandum of understanding for cooperation between Pakistan and Germany in the field of defence, added the source.
