Six years and counting: Sector I-15 awaits development

Though the Capital Development Authority (CDA) has started the development work on the recently-launched Park Enclave housing project to earn Rs 10 billion, it is yet to hire a contractor to undertake development in Sector I-15, for which people paid millions to the authority several years ago.
“The authority had launched Sector I-15 in 2005 for provision of housing facility to low income groups, but the dream of low income-earning people to have a house in the federal capital has gone down the drain, as the authorities are yet to hire a contractor for developing the sector. The finance wing of the civic body has already spent most of the revenue generated from selling plots in Sector I-15 over the development of other projects, therefore, they are unable to start the much-awaited development of Sector I-15,” an official source said.
He said that after launching the residential sector in year 2005, the CDA pledged to develop 5,560 plots and 8,000 flats in the sector and earned Rs 150 million from the sale of more or less 300,000 brochures.
The official said the CDA had fixed 54 percent quota in Sector I-15 for the general public, 20 percent for the affected people of Islamabad, 10 percent for non commissioned officers of the Pakistan Army, 10 percent for the employees of the federal government from BPS-1 to BPS-15, five percent for CDA employees and one percent for journalists working in the twin cities.
The official said Sector I-15 had been launched to resolve the housing problems of low income groups who had a maximum annual income of Rs 150,000.
The sector has a total of 13,500 housing units on 5,500 plots of five to seven marlas and 8,000 flats.
He pointed out that this inordinate delay in the development of new sectors would further aggravate the housing shortage in the capital city, as Islamabad was currently facing a shortage of 40,000 units that had badly inflated real estate prices in the city.
CDA Public Relation Deputy Director Ramzan Sajid said the authority would soon hire a contractor for developing Sector I-15.
He said the CDA was engaged in negotiation with a Chinese state-owned firm for developing the residential sector and the contract agreement was likely to be signed soon.
Sajid said three companies took part in the pre-qualification process, but the Chinese firm came out successful as the other two did not offer a bid.

  1. I think the only solution is that all the effecties of I 15 Islamabad should stage a protest against CDA and corden the building and concerned higher authority, and fored then to either start development work without further delay or allot plots/flats in other sector in Islamanad.

  2. THIS IS NOT FAIR WITH THOSE POOR PEOPLES WHO PAID FOR PLOTS AND FLATS IN I 15 , WHEN GOVERNMENT CHANGING ALL CDA PRIORITIES ALSO CHANGING WITH THEM. CDA AND THEIR CHAIRMAN ARE LIKE PUPET. THEY ARE SLEEPING AND TAKING BADWISHES FROM POORS.

  3. CHIEF JUSTICE SUPREME COURT IS ONLY AFTER ZARDARI NOT LOOKING THE REAL PUBLIC ISSUES. WHAT CJ HAS DONE TO BANKERS CITY AFTER HEARING THE CASE FOR ALMOST ONE YEAR. CJ AND OTHER JUDGES ALSO GET PLOTS FROM CDA AFTER RETIREMENT.

  4. I have a flat in that sector and i have paid off the full amount….and i feel really disappointed watching my investment losing value by three or four times because of such a high inflation. If i were in pakistan, i would have gone for a lawsuit against CDA. I ll do that inshallah whenever I am back in paki land. I will claim damages to my investment……i dont care how much hassle i have to go through cuz of crippling justice system. I will try to teach these CDA officials a lesson for future. One of us would have to do it one day…for others

      This is extreme of irresponsibility at the part of CDA and extreme of immunity these people have. They are refunding without any information to allotees. A vague news has posted on the site.. if someone like to reimburse…. why? No news about abandonment of the project.

      This is fit case for punitave action and refund with compound interest along with compensation commensurate with devaluation.

      so please inform anybody who is interested. The more appealants, the stronger the case. we are already 12 but should be more.

    • Dear Zeeshan. Greetings to you. You are very right but even a courts are helpless in the hands of this corrupt system. We need a real mission and commitment and team to bring a change.

I heard that CDA is planning to construct 10 storey flats instead of 4 storey flats,as promised earlier.No way we are going to accept this.I can not live in high rise towers due to medical issues. If CDA could not start the constuction on time,this is their headache.They should realise that cost of construction would increase. If I have to seek the justice through the court, I will never hesitate.

  6. The allot-tees should approach Supreme Court and demand compensation from the the CDA. Let us donate one hundred each and hire a competent lawyer

  7. Lets form a committee and then hire good lawyers to fight this case. US Dollar was around Rs.56 back in 2005 and now is around 87 and only this difference makes us suffer great investment loss and then the cost of lands comparing in other sectors also doubles our loss. Pakistan is a country where nobody cares about other's rights, only way to fight this is to fight within the current judiciary system and I'm sure united we can do it. Is there anybody who can form a committee of affectee's of I-15 and file a suit with the Supreme Court?

  8. i think the only solution is to move supreme court and requesting it to direct cda to complete construction and development work within a year from the first day of fixation of the same and to wait for the positive report till then otherwise to punish the concerned officer for the contempt and finally to dispose of the case by directing the government to pay compensation according to inflation rate for the amount deposited by each allotee

I think it will be good to collect details of all affecties of I-15 and form a committee of some active members who are living in islamabad r near islamabad and collect money to hire a good lawyer and start case against CDA,as if they start constrction then they will ask for price increase,because of increase in construction materials cost and labour .but they will not look their profit which they earn in the form of interest for 6 years.

It is highly disappointment for CDA_15 allottees those were suppose to be hand over flats in 2008 and after 6-7 years the work has not been started .All CDA authorties are deserved severes punishment.On the other hand cda is using alotees amounts and doing business. They are returning back amount only the original amount 1400000 they should return back the amount to allottees with markeet rate interst.,After 7 years they should return back 300000.
    Shame for CDA chairman. concerened people involved in this business.

  19. Yes , this has been a biggest fraud with us low income people that is why not one is bothering…… they are neither building the sector I-15 nor refunding the investment paid several years ago. If a govt. organisation is doing such to its people , then who will trust others…. Multi million land free for Zardari in Lahore by Malik Riyaz but despite paying hard earned money for I-15 plots and flats, nothing is allotted even after 7+ years… what a lawlessness…. and so much so is that no authority to listen to the poors… .what happened to to committee and to file a suit against CDA in Supreme Court or NAB? Somebody has to take initiative. I can't as I'm abroad now 🙁

Because i have a great fear that this project was started in the era of Musharaf and no one will own in in future. so what we need to do is to convert it in proper movement to get some confirmation from the upcoming Govt, otherwise we cant get even a sq foot in Islamabad.
