Despite the release of Rs 794 million for the payment of pending salaries, more than 15,000 teachers attached with Basic Education Community Schools (BECS) and the employees of National Education Foundation are still running from pillar to post to get their salaries.
Their salaries were transferred to the National Bank some two weeks ago, but had not been credited to their accounts. Talking to Pakistan Today, the affected teachers alleged that their salary accounts had been frozen by the bank at the request of National Education Foundation MD Kamran Zafar.
“The bank is not paying salaries to the BECS teachers. It is sheer injustice and we will stage a protest against it,” Sadia Atta Ghuman, chairperson of Joint Action Committee of BECS project, said.
Prime Minister Syed Yousaf Raza Gillani had issued special instructions during the last Council of Common Interest (CII) meeting that all the liabilities of the BECS project should be cleared before June 30, 2011. Subsequently, the Ministry of Finance released Rs 794.127 million for this purpose, but the teachers have not been paid their due so far.
Ms Ghumman alleged that NEF MD Kamran Zafar, who is already being probed by the Federal Investigation Agency (FIA) and other agencies, is targeting teachers for standing up against his corruption. Despite repeated attempts Kamran Zafar could not be contacted for his version as he didn’t pick up his phone.
“The most unfortunate part of the episode is a delay in the payment of the outstanding salaries of the teachers, which has caused unrest among the teachers and employees of the BECS project. Formal notification about the continuation of the project till June 30, 2012. hasn’t been issued yet, which is cause for concern, said Nadia Hussain, another BECS teacher.
It may be recalled that last month thousands of employees of NEF and teachers staged a massive demonstration in front of the Parliament House against the proposed dissolution of NEF and BECS. The protesters urged the government to revisit the decision, otherwise it would deprive 600,000 students of their basic right to education and leave over 15,000 teachers jobless. After the passage of the 18th Amendment, it had been decided that NEF and BESC would be devolved to the provinces, but the provinces declined to take the responsibility.
