As feared, the cat is out of the bag. Ms Farzana Raja of the PPP has given a figure of billions of rupees out of BISP funds that were doled out to the parliamentarians of various political parties for further distribution to the poor in their respective constituencies.
What do we conclude of this? Has the money gone to the deserving poor people? Or only a few have benefited from this while the bigger chunk has gone to the powerful and those who matter?
If 72 billion rupees were distributed to the deserving poor, one would have observed a big change coming in the poor masses. Imagine if the funds on account of BISP, Sasti Roti scheme in Punjab and flood relief were spent and distributed to the deserving poor masses, we could have seen a silent revolution setting in.
But have we noticed anything as such? No.
