The Ministry of Finance on Monday notified the revision of basic pay scales, allowances and pensions of civil servants of the federal government. The revision will be effective from July 1, 2011 for the civil servants of the federal government, paid out of the civil estimates and out of defence estimates.
According to the notification, the basic pay of an employee who was in service on June 30, 2011 would be fixed in the Basic Pay Scale-2011 on a point-to-point basis at the stage corresponding to that occupied by him or her above the minimum of Basic Pay Scales-2008. In case of personal pay being drawn by an employee as part of basic pay beyond the maximum pay scale on June 30 2011, the employee would continue to draw such pay in the Basic Pay Scales 2011 at the revised rates. The annual increment would continue to be admissible, subject to the existing conditions, on December 1 each year.
The ministry had also notified the ad-hoc relief allowances granted up to July 1, 2009 would stand discontinued from July 1, 2011 as having been merged in the basic pay scales-2008 so as to introduce Basic Pay Scales-2011.
The ad hoc allowance to be merged included special additional allowances 1999 at 25 percent for BPS-1-16 and at 20 percent for BPS 17-22, special relief allowances 2003 at 15 percent of the basic pay, ad-hoc relief 2004 at 15 percent of the basic pay, dearness allowances 2006 at 15 percent of the basic pay and ad-hoc relief allowances 2009 at 20 percent for BPS 1-16 and at 15 percent for BPS 17-22.
All ad-hoc relief allowances of 2011 at 15 percent of the running basic pay of Basic Pay Scales 2008 to all the civil servants of the federal government, as well as civilians paid out of defence estimates, including contingent paid staff and contract employees employed against civil posts in basic pay scales on standard terms and conditions of contract appointment, would be allowed with effect from July 1, 2011 and would stand frozen at the same level.
The medical allowance admissible to civil servants in BPS-16 to BPS-22 at 15 percent of the existing basic pay in basic pay scales-2008 would continue to be admissible at the frozen level of its admissibility as on June 30, 2011.
All new entrants in BPS-16 to BPS-22 would be allowed medical allowances at 15 percent of the minimum of relevant Basic Pay Scales 2008 on national basis with effect from July 1, 2011, until further orders and stands frozen at the same level.
All special pays, special allowances or the allowances admissible as percentage of pay would stand frozen at the level of its admissibility as on June 30, 2011.
Conveyance allowance would be admissible to all the civil servants in BPS-1 to 15 on revised rates. For BPS 1-4 it would be enhanced from Rs 680 to Rs 850, BPS 5-10 from Rs 920 to Rs 1,150 and BPS-11 to 15 from Rs 1,360 to Rs 1,700.
The rates of several other allowances have been enhanced by the ministry. The integrated allowances for naib qasid, qasid and daftaries have been enhanced from Rs 150 to Rs 300, washing allowance from Rs 30 to Rs 100, dress allowances from Rs 35 to Rs 100, special pay for confidential assistant from Rs 65 to Rs 150, uniform allowances for nurses from Rs 300 to Rs 600, special area compensatory allowance from Rs 150 to Rs 300, hill allowances from 25 percent of the pay up to a maximum of Rs 100 to Rs 200 and fire allowances from Rs 4.5 per head to Rs 10 per head.
Revision of pension: All existing civil pensioners of the federal government, including civilians paid out of the defence estimates, have been allowed increase in their pensions.
Pensioners who retired on or after July 1, 2002 would get an increase of 15 percent on the net pensions, while those who retired on or before June 30, 2002 would be given an increase of 20 percent.
The medical allowance admissible to the existing retired civil servants in BPS-1 to BPS-15 and in BPS-16 to BPS-22 at 25 percent and 20 percent of the net pension, respectively, would continue as on June 30, 2011. All civil servants in BPS-1 to 15 and in BPS-16 to 22 who would retire on or after July 1, 2011 would be allowed medical allowances at 25 percent and at 20 percent of the net pension, respectively and shall stand frozen at the same level.
The ad hoc allowance to be merged included Special Additional Allowances 1999 @ 25% for BPS-1-16 and @ 20% percent for BPS 17-22, Special Relief Allowances 2003 @ 15% of the basic pay, Ad hoc Relief 2004 @ 15% of the basic pay, Dearness Allowances 2006 @ 15% of the basic pay and Ad hoc Relief Allowances 2009 @ 20% for BPS 1-16 and @ 15% for BPS 17-22.

According to above paragraph, the medical allowance to civil servants of BS 16 and above who would retire on or after 01.7.2011 @20% will be admissible but the accounts officers of the district are not complied with the instructions. They are allowing medical allowance after in crease of 15% for 2010 and 15% in 2011 in pension and afterward increases 20% and 10% are not being included of the civil servants BS 16 and above who have been retired after 01.7.2013. This is to be calriifed by the finance department.,
What is the net pension? It includes increases allowed before retirement of a civil servant or otherwise.
