The government restructured on Tuesday its investigation commissions formed earlier to probe the Abbottabad incident and the murder of journalist Saleem Shahzad, with minute changes in both commissions announced earlier.
According to the new notification, the name of Justice (r) Fakharuddin G Ebrahim was omitted from the Abbottabad incident commission, which would be headed by the Supreme Court judge Justice Javed Iqbal, while the name of Pakistan Federal Union of Journalists (PFUJ) President Pervaiz Shaukat has been included in the Saleem Shahzad commission, which would be be headed by Justice Mian Saqib Nisar.
A press statement said Prime Minister Yousaf Raza Gilani had approved both commissions as the summaries for the commissions had been moved by the Law Ministry. Former inspector general of police Abbas Khan, former diplomat Ashraf Jehangir Qazi, and Lt Gen (r) Nadeem Ahmed were named as members of the Abbottabad commission, with Cabinet Secretary Nargis Sethi named secretary to the commission.
According to the terms of reference (ToRs) of the commission, it would ascertain the full facts regarding the presence of Osama bin Laden in Pakistan, investigate the circumstances and facts regarding the US operation in Abbottabad on May 2, determine the nature, background and causes of lapses of the authorities concerned, if any, and make consequential recommendations. The Interior Ministry would provide secretarial support to the commission.
Federal Shariat Court Chief Justice Agha Rafiq Ahmed, The inspector general of Islamabad police, and the Federal Union of Journalists president would be members of the Saleem Shahzad commission, while the information secretary would act as the secretary of the commission. According to the ToRs of the commission, it would investigate into the background and circumstances of the abduction and subsequent murder of Shahzad, identify the culprits involved in the abduction and murder, recommend measures to prevent recurrence of such gruesome incidents against journalists in future, and probe the matters of conduct which were in violation of Articles 4, 9, 17, 19 and 19A of the constitution.
The commission would submit its report within six weeks, and the Information Ministry would provide secretarial support to the commission.
