The government has decided to devolve the National Education Commission (NEC) and the National Commission for Human Development (NCHD) to the provinces under the 18th Amendment, putting the fate of around 30,000 employees in jeopardy.
A source in the Implementation Commission told Pakistan Today that the decision had been made and would soon be announced. However, the employees of the NEC and NCHD have decided to stage protests if they were not accommodated in other government departments.
PPP leader and head of both departments, Nafeesa Shah, said the departments would become dysfunctional due to the non-issuance of funds and the fate of 30,000 families would be compromised. “No funds have been allocated in the annual budget 2011/2012 for the NEC and NCHD. This suggests that both departments are supposed to be devolved to the provinces under the 18th Amendment,” she said.
The closure of both departments will also leave a question mark over the fate of around one million children, who are enrolled in institutions run by both departments.
The NCHD had targeted to enrol over 10 million people in 134 districts under the Universal Primary Education Programme. The commission was a brainchild of Dr Nasim Ashraf, a close friend of former dictator General Pervez Musharraf.
The NCHD was formed to improve social indicators to meet the Millennium Development Goals, but it also utilised funds for getting 451 latest model vehicles, 1,217 motorcycles, 7,280 pieces of office equipment, including generators, air conditioners, fans and IT servers, 65 laptops, 1,861 computers, 17,696 pieces of furniture, 655 printers and 56 bicycles.
Despite repeated attempts, neither the chairman of the Implementation Commission, Raza Rabbani, nor Establishment Secretary Abdur Rauf Chaudhry could be contacted for comments.
Employees of NCHD demand nothing more than cut down of 5% of corruption done by these politicians and other government departements and give it to save the future of millions of children and stop them from becoming terrorists, theifs and kidnapers.

I am sure your good self is in a receptive mood that I am sending you a very serious case of 16,000 employees of NCHD across Pakistan (144 Districts) which are supposed to be sacked as a result of implementation of 18th amendment. Federal Government has decided to hand over NCHD to provinces like other ministries and autonomous bodies; however provincial Governments are reluctant to adopt NCHD in Khyber Pakhtunkhwa, Punjab, Baluchistan, AJK, and Gilgit Baltistan. Provincial Government is of the view that NCHD is the case of Federal Govt. and it should be resolved by Prime minister of Pakistan as committed in PC-1 effective till June, 2012.
Federal Govt. referred the NCHD case to CCI (council for Common Interest), its meeting held on 1st June, 2011 decided that the Federal Govt. will finance this project till 30th June, 2011 and after this period, the provinces will decided the future of NCHD. the provinces except Sindh have shown their inability to adopt NCHD without funding from Federal Govt., although Federal Govt. has approved PC-1 effective till June, 2012. Federal Government itself is violating the pledge made in 18th amendment as no employee would be laid off.
In this scenario, the future of thousands of NCHD employees is at stake and the achievements made by the NCHD regarding improving HDI (Human Development Index) through Literacy, Universal primary Education and basic health care will go in vain. The status of Millennium Development Goals as committed by the Government would definitely go beyond achievement.

Protest Walk started from addah Lalyani to Darbar Baba Bullhay Shah Kasur at 11:00 am. All the staff members of the NCHD Kasur i.e. DGM, DPMs, MCs, LCs and feeder Teachers and President Kasur Bar Mr. Muhammad Sharif Zahid Advocate along with some other Advocates, President People’s Labour Bureau Mr. Muhammad Ramzan Ch. And representatives from all walks of life participated in the walk.. Press Coverage was made by GEO News, ARY News, Dunya News, Express News, Channel Five SAMAA TV, ATV and Others. At the same time Print Media reporters from The Daily Jang, The Daily Express, The Daily Jinnah, The Daily Din and others were also present. At the end of the Protest Walk a press conference was made to present the role of NCHD since inception in the field of UPE, Adult Litercy, Health, ORS, Volunteerism, Capacity Building of the line departments for the achievement of MDGs as committed internationally.

Nchd is govt organization which working in 144 dist throughout pakistan before 40% enrollment in pakistan but now 90% enrollment in pakistan due to nchd 2000 lateracy centres adopted throughout pakistan also participated in flood so fedrel govt close down nchd after 30th june 2011 and will be adopt provinces under 18th emendment and provinces did not adopting nchd and not allocated fund and provinces will b accept if ferel govt give fund to provinces so we request to ferel govt to allocate fund to nchd and funtional to nchd and save the futures of 16000 employees and also save the education of 30 million children
