The Federal Public Service Commission (FPSC), presumably an icon of transparency and merit, seemed to have gone bad as it recommended Kashif Mustafa, primarily an employee of the Punjab Excise and Taxation Department (BS-14), for the post of assistant director (investigation) (BS-17) in the Federal Investigation Agency (FIA), which was reserved for Azad Jammu and Kashmir (AJK) domicile-holders.
According to documents available with Pakistan Today, the FPSC, headed by Justice (r) Rana Bhagwandas, recently announced the results for the posts of FIA assistant director (investigation), declaring Mustafa qualified for the post of AD FIA but on the AJK quota. According to a notification issued by the FPSC, which mentioned the names of 43 candidates provisionally pre-selected for interviews, Mustafa held a domicile from Punjab, however the final merit list indicated that he held domicile of the AJK-1 and subsequently appointed to the post on the quota of AJK.
He obtained 76 marks in the written test and 140 in the interview, achieving a total of 216 marks and securing the 11th position in the merit list out of a total of 12 candidates. There were three candidates provisionally pre-selected for interview from AJK, namely Iftikhar Ahmad Khan, Masood Ahmad and Abdul Ghaffar Khan, neither of whom made it to the final merit list because Mustafa was selected on their quota. Out of the 12 new appointees, 10 were appointed from Punjab while one each was appointed from Balochistan and AJK.
The final merit list reads thus: Bilal Aslam Khan (256 marks), Khurram Yousaf (235 marks), Ahmed Rizwan Khan (232 marks), Syed Irtaza Haider (231 marks), Ijaz Ahmed (226 marks), Naveed Anwar (225 marks), Mujahid Abbas (225 marks), Muhammad Amir Nawaz (224 marks), Khurram Saeed Rana (220 marks), Kamran Faisal (217 marks), Kashif Mustafa (216 marks) and Aisha Agha Khan (204 marks).
A source in the FPSC said because of political pressure, Mustafa, being 11th on the merit list and therefore unable to secure a position among the 10 seats reserved for Punjab, was appointed on the AJK quota instead.
one of the successful candidates named Mr Irtiza Haider is the relative of the one of the interview panel member named Mr Kahsif murtaza.
