‘Set up management boards for institutes’

Punjab Health Secretary Jehanzeb Khan on Saturday directed officers to take immediate steps for constitution of board of management of autonomous institutions and teaching hospitals and three names for each category should be proposed for approval of the chief minister. He was chairing a weekly progress review meeting of different sections of the department. The meeting reviewed matters regarding pending inquiry cases against officers, transfer/posting, migration of medical students, ex-Pakistan/long leaves of doctors and position of vacant posts of senior officers/doctors in different institutions. Jehanzeb directed officers that all such matters should be computerised and an online system must be introduced in the department so that instead of searching files, all the information could be available online.
The secretary directed officers that all awaiting posting officers must be posted before June 30. He also directed officers to submit a list of such doctors whose leaves had expired but they had not assumed their duties yet. Jehanzeb directed officials that willing officers should be brought forward and patronised. The secretary also asked officers to computerise all data of doctors working in the department so that the previous record regarding their posting and transfers and other relevant data could be readily available.
He said that in the future, medical superintendents of hospitals and health EDOs would be posted after a performance agreement signed by the officers concerned. Jehanzeb said that any officer desiring posting at a specified post has to sign the agreement. The secretary said that a monitoring and assessment system is being introduced as a support system and all officers should work as team members.
He said that there were always a majority of good people in any institution and the number of bad people was always very few but they bring a bad name to the institution.
The secretary said that the process of learning and capacity building always continued. Jehanzeb said that the health department is a service provider institution and attitude of doctors and nurses with patients and their attendants must be very polite, as human behaviour plays a vital role in heeling patients. He said that principals and chief executives of all autonomous institutions be asked to submit the annual performance report of their institutions according to law
